Reporting to the Director of Housing Services, the Manager of Outreach Services will oversee the development and delivery of the Outreach Services team within the Housing Operations division who work collaboratively with Housing Operations staff and community partners to support individuals with complex needs to secure and maintain successful tenancy. The incumbent is responsible to apply a systems approach to the service delivery with a focus on systems planning, integration and performance monitoring of homelessness serving sector and systems of care such as health, justice and social services.


Primary duties will include:

  • Provides leadership, direction, management and advice to Outreach Services team working across the province providing services to at-risk vulnerable clients that align with homelessness-reduction goals;
  • Develops, coordinates, monitors and evaluates efficient and effective services for complex clients;
  • Provide support and advice to the Outreach Services team and senior management, on support planning for complex clients, including those elevated to the PEI Bridge Table and using this data to inform future supports and services;
  • Develop procedures, tracking, and reporting mechanisms to improve the management functioning of the team/service and its contribution to the division and provincial housing continuum;
  • Provide leadership to the Community Partners Committee – a government and community partnership aimed at providing daytime supports for individuals experiencing homelessness.
  • Ensure appropriate monitoring, reporting, communication, and accountability processes are established and maintained.
  • Internally organizes and delivers outreach services in co-ordination with other housing services and programs and departmental programs developing a systems approach across services, funders, and community partners;
  • Design and coordinate systems alignment across the homeless-serving system through processes, quality assurance and technology;
  • Support the implementation and expansion of Coordinated Access across the homeless serving sector in a phased manner;
  • Develop a holistic and strengths-based approach to matching appropriate housing and supports to ensure people are provided with the right level of support and types of services based on their individual needs;
  • Engage community partners to develop service standards, conduct quality assurance work, and support change management efforts in funded and non-funded service providers through technical assistance and training initiatives;
  • Develop and manage contracted services ensuring deliverables and service standards are met;
  • Work with stakeholders, agencies, and community partners to increase collaboration within the homeless-serving sector;
  • Monitor and evaluates planning and project outcomes using a systems approach;
  • Participate in stakeholder engagement and provides analysis of information and data necessary to foster effective discussion and inform initiatives and project plans;
  • Create and maintain comprehensive project documentation;
  • Ensures indicators are monitored and adjustments are made to address efficiencies and effectiveness;
  • Ensures regular and routine reviews are performed and identifies areas and completes additional follow ups where warranted;


Minimum Qualifications:

  • Bachelor’s Degree in a related discipline supplemented by course work in project management, program design, public policy, and evaluation; preference will be given where candidates hold a master’s degree in a related field
  • Extensive experience in developing program and or policy research, development, implementation and evaluations
  • Considerable experience leading programs which support vulnerable populations is required.
  • Knowledgeable about the factors which influence homelessness.
  • Extensive management experience including staff management and budget management.
  • Experience leading teams and projects
  • Demonstrated equivalencies will be considered.
  • Ability to use tact and discretion in preparing, disclosing, and handling information of a confidential and sensitive nature
  • Knowledgeable about the factors which influence homelessness, and about programs and services available to support individuals experiencing homelessness
  • Knowledgeable about the current housing landscape in Prince Edward Island.
  • Experience in outcomes-based systems mapping and planning
  • Demonstrated experience working with community partners in the provision of services
  • Experience working with vulnerable populations in the provision of programs or services
  • Excellent strategic, problem solving and analytical skills
  • Excellent leadership, interpersonal skills, facilitation and conflict resolution skills
  • Good previous work and attendance record and acceptable Criminal Record Check, Vulnerable Sector Check.
