Responsibilities:

  • Provides technical and resource support to the Finance Division, District management , and Special Purpose Finds staff
  • Maintains the accounting for all Special Purpose Fuds and provides accounting support to Special Purpose Funds staff
  • Coordinates and prepares budget submissions to the Province with operational input from the various program managers
  • Reviews budget submissions for sponsors and agreement amounts to VSB budgets
  • Prepares financial reporting and analysis
  • Reviews and monitors expenditure against budget, investigate variances, determines and initiates corrective action when necessary, and makes appropriate recommendations to management
  • Advises program managers in managing their budgets and supports program managers in developing financial acumen and meeting financial reporting deadlines
  • Prepares working papers and schedules to support the financial statements and other financial reporting
  • Reconciles grant funding received in PeopleSoft Financials to Ministry reports
  • Prepares ad hoc reports for management and for funding sponsors
  • Provides information to, and interacts with, external auditors
  • Trains Special Purpose Funds Staff on VSB accounting procedures and systems
  • Perform other duties within the band as required


Qualifications:

  • Completion of Grade 12 plus a valid CPA designation
  • Minimum of five (5) years’ relevant senior accounting experience
  • Thorough knowledge and experience with Canadian Generally Accepted Accounting Principles (GAAP)
  • Knowledge of Public Sector Accounting Standards (PSAS)
  • Experience working in supporting the budget process within publicly funded organization is considered and asset
  • Candidates must possess proven ability to: establish priorities and meet tight and possibly conflicting deadlines
  • Ability to work independently as well as in a team environment, apply good judgement, and problem solve
  • Excellent verbal and written communication and interpersonal skills, as well as strong analytical skills and Excel skills
  • Experience with PeopleSoft Financials (or another tier 1 Enterprise Resource Planning software) preferred
  • Candidate must be able to meet the following assessments: Excel (70%) and the applicable Accounting assessment

Compensation

The salary for this position is $84,393 plus a comprehensive benefits package, including Municipal Pension Plan, Vancouver Employee Savings Plan, Extended Health, Dental, Group Life, Long Term Disability, Vacation, & Gratuity Days. Pre-approved OT is paid double-time ($92.74/hour).
