Overview
The Mapping Technician 2 position is a technical position responsible for preparing and maintaining the City’s GIS database, digital base, legal and utility service maps, conducting data analysis, reviewing design drawings, issuing permits.
Examples of key responsibilities include, but are not limited to:
- Utilize ESRI’s ArcMap and INFOR Public Sector Asset Management software (IPS)
- Utilize the information processing capabilities to create custom maps and charts based on both the City’s and outside sources of GIS data
- Maintain a GIS database through interface with data source software
- Proficiently use appropriate software (e.g., MS Excel, MS Access, etc.) to query the city’s records management systems (Amanda, IPS, Tempest) and GIS databases to extract specific datasets
- Use Global Positioning Systems (GPS) technology to integrate specific latitude/longitude coordinates as data points for cartographic productions
- Conduct analysis for Tangible Capital Asset program based on GIS engineering asset database
- Conduct analysis on engineering assets for planning purposes and Capital program
- Research and compile data for engineering and environmental reports and research written and computer records and documents
- Inputting and editing engineering data from construction drawings (e.g. sanitary sewer, storm sewer, street lighting and water assets) into the City’s digital database
- Design and produce charts, graphs, maps, plans and other illustrative materials for presentations
- Provide and answer inquiries from the public in regards to the City’s engineering infrastructure and GIS data
- Reviewing, approving and administering private and municipal utility permits.
- Reviewing infrastructure designs, drawings, analyses and reports to ensure conformity to City standards and specifications.
- Designing and drafting standard municipal infrastructure.
- Performing site visits and inspections.
- Interpreting survey notes from field survey.
Knowledge, Skills & Abilities:
- Knowledge of City of Richmond utilities infrastructure.
- Knowledge of municipal bylaws and processes.
- GIS and GPS programs and system processes.
- Knowledge of municipal asset management principles and standards. Knowledge and skill in the use of the City of Richmond’s computer applications such as ESRI suite of products including ArcMap, ArcPro, ArcCatologue, Portal, MS Access, INFOR Public Sector Asset Management, AutoCAD, Microsoft Office Suite, Document Management System.
- Ability to establish and maintain skills related to GIS development including hardware, software and extensions through education and hands-on experience.
- Ability to read and interpret engineering drawings, reports, plans, specifications and related material
- Knowledge and experience applying engineering design principles, construction methods and techniques.
- Ability to provide direction, information and assistance to other City staff persons and/or consultants including surveying and inspection staff.
- Knowledge of Master Municipal Contract Documents/Specifications and City Standards related to preparation of plans and specifications, quotations and related matters.
- Knowledge of drafting techniques, mapping techniques and procedures.
- Ability to relay information of a technical nature to contacts following engineering standards and policies.
- Ability to create and present high quality presentations to meet audience necessities.
- Ability to manage high volume demands and prioritize to meet deadlines.
- Ability to demonstrate a positive attitude and liaise & work with internal and external customers.
- Ability to successfully pass a Police Information Check.
- Driver’s License required
Qualifications and Experience:
Grade 12 supplemented by a Diploma from a recognized institute of technology in Civil Engineering field in GIS, supplemented by one (1) to two (2) years of experience in a related field, or an equivalent combination of training and experience. Experience in municipal or consulting civil engineering preferred. INFOR Public Sector (IPS) Asset Management software experience preferred. 1 year AutoCAD experience preferred.
Working Conditions:
Duties are mostly performed in an office environment spent focusing and concentrating on plans and drawings with some site visits. There may be exposure to disagreeable conditions which include upset or unpleasant customers.

Salary Range: $40.05 - $47.12
Hours of Work: 8:15am-5:00pm, Monday-Friday on a compressed work-week schedule
