HSQE Manager

The HSQE Manager is responsible for shaping, guiding, and enforcing the organization’s health, safety, quality, and environmental policies and practices. This role plays a critical part in ensuring operational compliance with workplace regulations, ISM and ISO standards, and internal governance frameworks.

The Manager will lead audits, inspections, training initiatives, and incident management processes, collaborating cross-functionally to foster a proactive and accountable safety culture. This role includes oversight of both operational and administrative HSQE functions and is key in reporting safety KPIs and compliance metrics to the executive team.

Key Duties & Responsibilities

  • Collaborate with Operations and Technical teams to identify training needs and implement consistent, high-standard safety training programs across the fleet.
  • Maintain and update the company’s ISM and ISO programs for both fleet and shore-based operations.
  • Lead the end-to-end incident investigation process: ensure timely initiation, thorough root cause analysis, reporting compliance, and implementation of corrective actions.
  • Support the implementation and onboard facilitation of MOSH programs and related company safety initiatives in coordination with ORM Leads.
  • Develop and execute plans to meet departmental and regulatory training goals.
  • Ensure all updates to HSQE systems are clearly documented and communicated to vessel leadership with supporting guidance.
  • Allocate resources proactively to maintain compliance and support continuous improvement across QSMS, audits, training, and regulatory obligations.
  • Monitor, track, and ensure timely completion of all Corrective Action Reports (CARs) and related training/awareness efforts.
  • Maintain active engagement with Transport Canada and relevant authorities to stay current on regulatory changes, and advocate for rational, industry-supportive policy improvements.
  • Assist in managing injury claims and facilitate early and safe return-to-work programs.
  • Ensure adherence to internal controls and deadlines, and escalate significant non-compliance where necessary.

Qualification, Skills And Key Competencies Required

  • Post-secondary education in Occupational Health & Safety, Environmental Science, Engineering, Maritime Studies, or a related field.
  • 5–8 years of experience in HSQE, risk management, or regulatory compliance, ideally in the marine or transportation sector.
  • Minimum 3 years’ experience within the Canadian regulatory system, including a working knowledge of Transport Canada procedures and regulatory frameworks.
  • Proven experience with ISM/ISO systems, incident investigations, regulatory audits, and safety training delivery.
  • Experience auditing in a Canadian federal HSE context is an asset.

Additional Skills

  • Advanced understanding of Canadian federal health, safety, and environmental regulations, with the ability to interpret and apply them effectively in a maritime context.
  • Strong command of Quality Management Systems, auditing, and process controls.
  • Excellent written and verbal communication skills, with the ability to produce clear, comprehensive reports.
  • Strong leadership skills and demonstrated ability to influence and collaborate across departments.
  • Proficiency in HSQE software systems and safety data management tools.
