NSB Omega is searching for a Commissioning and Start-up Electrical and Controls Lead for our MAJOR Oil & Gas Client in St. John's, NL.
Assignment Description
The Commissioning and Start-up (CSU) Electrical and Controls Lead is responsible for leading the planning, execution, and safe delivery of electrical system commissioning on an offshore platform. This role oversees the energization and functional testing of all temporary and permanent electrical systems — including power generation, switchgear, MCCs, UPS, and distribution systems. The CSU Electrical Lead ensures that electrical systems are commissioned in accordance with project specifications, safety standards, and turnover requirements, while coordinating closely with construction, operations, vendors, and the completions team. This position requires significant commissioning experience, technical depth in electrical systems, and a strong leadership presence in the field. Integration and experience with Instrumentation, Controls and operations teams is required.
Responsibilities:
- Lead the execution of commissioning and start-up activities for all electrical systems, including generators (MPG/E-gen), distribution panels, switchgear, UPS, transformers, MCCs, and lighting systems.
- Develop and execute electrical commissioning plans, work packs, system procedures, and test documentation.
- Direct the safe energization of systems in coordination with Construction, Operations, and HSE.
- Lead pre-energization walkdowns, isolation verification, live system risk reviews, and energization meetings.
- Ensure lockout/tagout (LOTO) procedures and safe work practices are strictly followed during all commissioning activities.
- Work with a team of technicians and operators during commissioning execution, providing hands-on leadership in the field.
- Liaise with vendors and OEM representatives to support functional testing, troubleshooting, and system tuning.
- Manage system progress tracking using project completions tools (smart completions)
- Drive punch list resolution, system turnover readiness, and support transition to steady-state operations.
- Provide technical support during system start-up, power distribution loading, and abnormal condition response.
- Troubleshoot electrical and control loops under time sensitive conditions
Deliverables:
- Completed commissioning work packs, check sheets, and ITRs for sub systems.
- Participation in the preparation and execution of energization and isolation plans.
- Daily field logs, shift handover notes, and commissioning reports related to your systems.
- Contribution to safe work planning and job hazard analysis (JHA) for live system work.
- Approved electrical commissioning procedures, energization plans, and test records
- Fully commissioned electrical systems handed over to Operations (signed ITRs, turnover packages)
- Completed pre-startup and functional test reports (e.g., protection relay testing, loop checks, load tests)
- Risk assessments, toolbox talks, and job hazard analyses related to electrical work
- Daily execution updates, look-ahead plans, and progress reports for CSU leadership
- Input to final system documentation, redline markups, and lessons learned
- E/I input during system walkdowns, punch list creation, and deficiency close-out.
- Support for transition-to-operations
Qualifications:
- Journeyperson Electrician (Red Seal or equivalent) or Electrical Technologist/engineering degree with strong commissioning background
- Minimum 10–15 years of experience in electrical systems, with 10+ years in commissioning leadership roles
- Extensive commissioning experience required (preferred: platforms, FPSOs, topsides, or modular packages)
- Instrumentation qualifications is considered an asset and preferred.
- Experience working in a start-up environment is required
- Current offshore safety training (e.g., BOSIET, CSTS, WHMIS, H2S Alive, Fall Protection, Confined Space) is preferred
- Familiarity with hazardous area electrical systems (ATEX/IECEx), testing equipment, and permit-to-work systems
- Ability to work 12-hour shifts in a rotational offshore environment under dynamic and high-risk conditions
- Familiar with completion systems (Smart Completions) is an asset.
- Proven track record with facility start-ups
Competencies:
- Deep knowledge of offshore electrical systems — including high/low voltage power generation, emergency systems, grounding, UPS, lighting, and life-safety systems
- Proven track record of leading commissioning activities in live electrical environments
- Understanding of arc flash protection, power system coordination, and electrical testing procedures
- Strong ability to interpret single-line diagrams, control schematics, and electrical installation drawings
- Skilled in troubleshooting and resolving complex field issues under time-sensitive conditions
- Experienced with project completions systems (smart completions) and system handover practices
- Excellent leadership, communication, and coordination skills in a multi-discipline environment
- Committed to safety culture and energization risk management
- Strong understanding of utility and process systems.
- Familiarity with offshore operations, utility systems, and control room monitoring during start up phases.
- Ability to follow commissioning procedures, P&IDs, single-line drawings, and isolation plans.
- Experience working under permit-to-work systems and following LOTO, confined space, and hot work protocols.
- Ability to install isolations from LOTO plans
- Issue, verify and write permit to work to facilitate work for other teams
- Act as an area authority for controlling work in parts of the facility
- Lead field level meetings and execute per commissioning procedures
- Red line mark ups of drawings and procedures
- Ability to follow commissioning procedures, P&IDs, single-line drawings, and isolation plans.
- Experience working under permit-to-work systems and following LOTO, confined space, and hot work protocols.
- Ability to install isolations from LOTO plans
- Issue, verify and write permit to work to facilitate work for other teams
- Act as a area authority for controlling work in parts of the facility
- Experience with offloading products and chemicals, performing first fills
- Lead field level meetings and execute per commissioning procedures

- Strong awareness of safety and risk management in live systems and energization activities.
