Reporting to the Supervisor of Business Planning and Financial Management, the Strategic Planning Analyst I plays a vital role in anticipating and planning for the future of Parks and Roads Services. This position involves collaborating with the Department Strategy Section, balancing stakeholder and public needs with fiscal realities and timelines. As an integral part of the business planning unit, you will contribute to developing operational priorities for sections and the branch, ensuring alignment with departmental goals. Your work will involve contributing to planning, organizing, leading, controlling, and implementing primary functions such as Priority Based Budgeting, SOBA, SCBA, Branch Financial Reviews, and Branch Action Plans. This role is critical to the branch's success, requiring strong communication, collaboration, and negotiation skills to engage stakeholders and build consensus around corporate frameworks.

What will you do?

  • Regularly monitor, analyze, and evaluate performance measures to identify trends, issues, and areas for improvement, making recommendations for corrective action to enhance service delivery
  • Monitor and prepare regular reports on various functions, including progress toward identified goals and outcomes, and conduct monthly reviews of section and branch work plans
  • Review Branch Action Plans and the Department Business Plan, facilitating and liaising with sections to translate department direction into actionable business plan initiatives
  • Collaborate and assist in the proper identification, assessment, prioritization, and mitigation of risks, including identifying key risk indicators to measure the efficiency and effectiveness of risk monitoring and controls
  • Support the implementation of corporate processes and tools for risk management within sections, such as risk registers and integrated reporting
  • Support the reporting of operational deliverables as part of Enterprise Performance Management, facilitating the provision of information and data and determining the best reporting methods for decision-makers
  • Work with branch stakeholders to identify and prioritize annual projects/initiatives to advance business planning, performance measurement, risk management, and policy
  • Contribute to developing and delivering annual branch action plans and service plans, and support improvements and enhancements across the branch in coordination with the Department Strategy Section


Qualifications:

  • University degree in Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline
  • A minimum of three (3) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures, budgets,cost benefit analysis, business case development, project management


Assets:

  • Project Management, Change Management and CPA designations. Experience within a public sector environment


Skills required for success:

  • Knowledge and experience in strategic and business planning, including the business planning cycle and process
  • Knowledge and experience developing, managing and/or working with performance measures, and their linkages to general budget, strategic, and business plans
  • Knowledge of strategic and business planning principles, policy development, and benchmarking procedures for aligning performance measures with departmental business plan goals
  • Considerable knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and results analysis and presentation
  • Significant skill and ability in project and process management, including the ability to effectively gather, synthesize, and analyze data
  • Experience and skill in the use of analytics and data intelligence to support decision-making processes
  • Ability to understand and execute oral and written instructions and to express complex ideas and concepts effectively and persuasively, both verbally and in written format
  • Ability to integrate strategic planning into operational practice
  • Ability to build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders

Up to 1 permanent full-time position

Hours of Work: 33.75 hours per week

Salary Range: $41.172 - $51.428 (Hourly); $72,534.770 - $90,620.900 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
