Serving Canadians for over 55 years with a reliability rate of 99.99%, we’re developing more than a dozen new low-carbon district energy systems across North America, including the revitalization and decarbonization of our downtown Vancouver steam plant which will be one of North America’s largest thermal fuel-switch projects and provide downtown Vancouver with renewable energy infrastructure for decades to come.


The Opportunity

We are seeking a dynamic and highly skilled Regulatory Affairs Manager to join our team. This role offers the opportunity to be part of a growing Regulatory Team, working on a wide range of regulatory, analytical, financial, and operational tasks that are critical to our organization’s success. The ideal candidate is a strong communicator, an exceptional writer, understands the principles of project management, can create and analyze financial models, and is capable of thriving in a fast-paced, deadline-driven environment.


Regulatory Compliance and Strategy:

  • Develop and maintain a comprehensive understanding of applicable regulations and policies.
  • Prepare, review, and submit regulatory filings and reports to ensure compliance.
  • Collaborate with internal and external stakeholders to address regulatory matters effectively.


Professional Writing:

  • Draft, review, and edit high-quality documents, including applications, reports, proposals, and correspondence.
  • Translate complex regulatory and technical information into clear and persuasive communication.


Financial and Analytical Expertise:

  • Analyze regulatory and financial data to support prudent decision-making and strategic planning.
  • Prepare and support the preparation of models and reports showcasing analyses and recommendations.


Project Management:

  • Manage multiple tasks and projects simultaneously, ensuring timely and high-quality deliverables.
  • Coordinate cross-functional teams to meet objectives within tight deadlines.


Communication and Collaboration:

  • Serve as a liaison between the Regulatory team, other internal functions, and external partners and stakeholders.
  • Foster open communication and collaboration to achieve organizational goals.


Support:

  • Support internal teams in customer service, billing, projects, and business development, as needed.



Qualifications and Experience

  • Bachelor’s degree in a field related to regulatory affairs such as economics, political sciences, engineering, law, business, finance, or any related field (a thesis-based master’s degree is considered an asset).
  • 5+ years of proven experience in regulatory affairs, ideally in the utility sector or a similar field, with a strong understanding of regulatory processes and requirements.


Specialized Skills and Knowledge

  • Exceptional writing and editing skills with a focus on clarity, precision, narrative creation, and persuasion.
  • Financial literacy and experience in developing and interpreting models and analyses.
  • Strong analytical skills and the ability to synthesize complex information.
  • Knowledge of public utility regulation.
  • Demonstrated ability to manage multiple priorities and meet tight deadlines.
  • Excellent interpersonal skills and a proven ability to build and maintain strong working relationships with internal staff, customers, stakeholders and key external entities, such as the BCUC and government agencies
  • Excellent communication skills, with the ability to convey regulatory information to individuals with non-regulatory backgrounds.
  • Full proficiency in relevant software and tools (e.g., Microsoft Office suite, statistical analysis software). Having moderate programming skills is considered an asset.

  • Competitive starting salary - $90,000 - $135,000 and performance-based bonus program; this salary range is a guide, with placement on the range dependent on your applicable experience, qualifications, skills and knowledge and flexibility outside of the range for an exceptional candidate. We are committed to providing a fair, equitable, and competitive compensation package that reflects the value an individual brings to the team.
