Job Overview:
We are seeking a skilled Business Analyst to support a public sector organization’s technology initiatives. This role involves collaborating with clients and development teams to elicit requirements, write user stories, define goals, document requirements, and analyze business functions to enhance operational domains. The successful candidate will identify workflows, determine stakeholder needs, author test cases, and contribute to Agile practices, delivering value through short-term project outcomes. Property assessment plays a valuable role in ensuring fair taxation and property management, making this position critical to improving related services.

The project includes upgrading systems that support valuable property assessment functions, contributing to equitable taxation practices.
Key Responsibilities:
- Support the software development team by eliciting requirements, writing user stories, defining goals, documenting requirements, and analyzing business functions.
- Identify business workflows and determine stakeholder needs through analysis and coordination.
- Author test case specifications, requirements traceability documentation, and contribute to the compilation and execution of test plans.
- Support and contribute to the Agile practices adopted by the development team.
- Gather and document business requirements through elicitation and coordination with internal and external stakeholders.
- Develop and manage project estimates and timelines for business analysis efforts.
- Conduct comprehensive stakeholder analysis, including interdependencies.
- Document current and future state solution definitions.
- Lead requirement gathering sessions for application design and development.
- Participate in technical solution discussions to maintain focus on business requirements.
- Support project coordination activities to ensure effective communication and implementation outcomes.
- Identify business and technical risks and issues associated with implementation.
- Produce and manage business analysis documentation per organizational standards.
- Participate in resolving post-implementation defects and change requests.
- Manage project tracking tools and handle other assigned work packages and tasks.
Required Skills & Experience:

- 5+ years of demonstrated experience in requirements elicitation and documentation for IT applications (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- 1+ year of experience as a Project Manager working on Information Technology projects (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- 5+ years of proven experience performing business process/operational procedure analysis and definition for complex business transformation initiatives in a multi-entity environment (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- 5+ years of demonstrated experience documenting and diagramming system/application processes and workflows in application development (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- 5+ years of demonstrated experience working in a team environment with a mix of collaborative and autonomous tasks (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- Current certification from a recognized professional business analysis association (e.g., PMI-PBA, IIBA-CBAP) (provide certification details and resume reference).
- Experience working in or for the public sector in Canada (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
- 1+ year of recent experience supporting property assessment and taxation applications (provide client, dates [MM/YYYY], duration, project overview, achievement, and resume reference).
Top 3 Must-Haves:
- 5+ years of experience as a business analyst on IT projects.
- Excellent communication skills in English (written and oral).
- 1+ year of recent experience supporting property assessment and taxation applications.
