How will you make an impact in this role?

This Manager - Treasury role will primarily be responsible for Capital Management activities at Amex Bank of Canada (Bank) including the execution, maintenance, on-going development and improvements of the Bank’s Internal Capital Adequacy Assessment Process (ICAAP) and the capital management framework under the Basel and OSFI capital adequacy regulations.

This role resides within the Global Treasury Legal Entity Management (LEM) group under the Global Treasury Organization. The LEM team is part of the Enterprise Balance Sheet Strategy Organization which has enterprise-wide accountabilities for satisfying complex and evolving regulatory requirements and expectations. The LEM team is responsible for coordinating and supporting the delivery of treasury services for international legal entities ensuring that corporate-wide treasury principles, strategies and policies are consistently applied across all legal entities while reflecting the local environment governance requirements, regulations and business models. These services include funding and capital management, liquidity risk management and asset-liability management. In addition, the group is responsible for establishing separate capital adequacy, stress testing, and financial risk management programs to meet regulatory expectations and ensure business initiatives appropriately address legal entity requirements.



LEM employees work closely with and support their colleagues in the Global Treasury group to ensure that the balance sheet profiles of subsidiaries are managed in accordance with corporate-wide Treasury policies and strategies, as well as reflecting local regulatory requirements and the subsidiaries business models.
Position Summary
This position reports to the Director, Global Treasury LEM in Canada and will be responsible to:

  • Ensure the effective execution of the Bank’s ICAAP process including the management of deliverable timelines, leading the ICAAP working group and completing the Treasury-related ICAAP deliverables including:
    • Defining the ICAAP macroeconomic scenarios.

    • Developing the funding plan, including the projections of net interest income and discount expense under the ICAAP scenarios.

    • Assisting in the setting of internal capital targets and triggers.

    • Assisting in the formulation of the Bank’s capital planning.

    • Coordinate and manage the successful completion of the Bank’s ICAAP Submission Document and ICAAP Data Return.

    • Participate in and provide updates and presentations to leadership and governance committees.

  • Continuously monitor the Bank’s capital adequacy and identify potential risks and vulnerabilities in the Bank’s capital position that may trigger management escalations

  • Assist in the capital infusion/dividend process.

  • Maintain and develop the Capital Management Policy and the Capital Contingency Plan of the Bank.

  • Enable business initiatives by ensuring the Bank’s data management and reporting needs are met to support capital management requirements.

  • Assist in the identification of potential impacts to capital in current and new products.

  • Interpret regulatory guidance and manage the ongoing evolution and maintenance of the capital management framework and processes.

  • Recommend and implement strategies to efficiently manage the Bank’s exposures and assist in developing procedures to optimize the capital management process.

  • Monitor industry information regarding best practices around capital management and assessment.

  • Develop and maintain comprehensive documentation and support capital management and assessment procedures.

  • Work closely with Global Treasury teams to support local requirements and AXP requirements.

  • Provide value added support to OSFI, internal / external corporate audits, other regulatory requirements.
  • Represent the Treasury Department on capital related issues and projects in a consultative/advisory role.
  • Provide operational, tactical and strategic support for Asset & Liability management (ALM) including interest rate and FX risk management and funding and liquidity risk management and cash management of the Bank. Over time, the incumbent is expected to fully cross train on other manager roles in the department.
  • Provide value added analysis on ad-hoc projects as required.

MINIMUM SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED
  • University degree / equivalent professional certification with 5+ years progressive Treasury experience in a regulated banking environment.

  • CFA or MBA preferred.
  • In depth knowledge / understanding of banking, capital management, stress testing, balance sheet risk management (ALM and liquidity risk), cash management and regulatory reporting.
  • Strong knowledge of micro- and macroeconomics and market dynamics and their effects on the economy and banking industry.
  • Strong understanding of banking products and the impact to the balance sheet and P&L.
  • Excellent project and process management skills with the ability to effectively lead large cross-functional and cross-border teams, meet critical deadlines and manage multiple priorities simultaneously.
  • Knowledge and experience in a strong control & process management culture – design, implementation, documentation and execution of regulatory and compliance related processes.
  • Excellent interpersonal, presentation, and written communication skills and ability to present complex topics and findings clearly and in a compelling manner to senior leadership.
  • Strong skills and experience in forecasting, critical financial analysis and modeling.
  • Advanced proficiency in Excel essential; experience in data visualization tools such as PowerBI, Tableau and Cornerstone would be considered an asset.
  • Experience at problem solving; able to come to conclusions and make recommendations in complex situations.
  • Able to think tactically and strategically.
  • Enjoys working in a fast paced, deadline-oriented environment with minimal supervision.
