Role description:

Arcadis is seeking an Information Management & Governance Lead to spearhead and grow our Information Management and Governance practice within Mobility Canada. This role entails a dual focus: delivering top-tier digital governance solutions and cultivating new business opportunities. The successful candidate will be responsible for strategic growth, revenue generation, client development (both internal and external), and driving innovation across enterprise data, compliance, and lifecycle information, including asset management. Key responsibilities include establishing an operational center of excellence for Mobility Information Management and Governance, where you will develop frameworks, reusable solutions, and training programs to enhance delivery, compliance, and operational efficiency. You will also be tasked with training and creating transparency around utilization, billability, PMIS, enabling project visibility for gross margin targets, and mentoring multidisciplinary teams to build robust and efficient workflows. Additionally, the position requires the adoption of standardized business management capabilities for Work in Progress (WIP). Furthermore, you will be instrumental in developing and maintaining ecosystem partnerships with platform vendors and clients, shaping go-to-market strategies, leading change management, and ensuring Arcadis remains at the forefront of data-driven capital delivery and digital advisory.

Role accountabilities:

As the leader of the Mobility Information Management & Governance practice across Canada, you will be tasked with defining core offerings, delivery frameworks, and creating reusable digital accelerators. This role involves supporting the Advisory business development strategy by identifying, pursuing, and securing new external opportunities, while also growing the internal pipeline through cross-selling and account collaboration. You will be at the forefront of leading proposals, formulating bid strategies, and engaging with clients to align with digital transformation mandates in the infrastructure, transit, water, and environmental sectors. In addition, you will drive partner relationships with industry leaders such as Collibra, Informatica, Microsoft, Trimble, and Esri to co-develop solutions and maximize platform value for our clients.

Your responsibilities will include defining and implementing enterprise data governance models, focusing on stewardship, data lineage, metadata management, and privacy compliance in accordance with PIPEDA and ISO 19650 standards. You will be accountable for the revenue, profitability, and billability across assigned digital and data resources, ensuring optimal team utilization and assignments to achieve gross margin targets. Additionally, you will lead internal and external training sessions, knowledge-sharing initiatives, and thought leadership activities to enhance data and digital maturity within client organizations. You will guide internal teams and clients through change management processes, embedding new data standards, automated workflows, reporting models, and digital delivery governance.

Serving as a strategic advisor, you will address data-related compliance, analytics enablement, and AI/ML-driven automation, representing Arcadis at client forums, conferences, and industry events to elevate our digital brand and data solutions visibility. Collaboration with key stakeholders is essential to ensure seamless data workflow integration across planning, design, construction, and asset operations. You will also be responsible for developing KPIs and reporting dashboards to provide leaders with insights into practice health, project performance, and continuous improvement. Furthermore, you will support hiring, mentoring, onboarding, and upskilling team members to meet future talent needs and project demands, while continuously monitoring market trends, digital regulations, and innovation drivers to evolve practice offerings.

Qualifications & Experience:

  • Over 12 years of experience in data governance, digital delivery, or enterprise information management, including 5+ years in leadership or business development roles
  • Expertise in delivering data governance solutions for infrastructure, AEC, utilities, or large capital programs
  • Proven track record in managing revenue, team utilization, gross margin, and operational performance
  • Strong business development and client relationship management skills across both public and private sectors
  • In-depth knowledge of data privacy regulations (e.g., GDPR, PIPEDA), DMBOK, ISO 19650, and FAIR data principles
  • Proficient in tools like Informatica, Microsoft Purview, and Power BI
  • Familiarity with PMIS, CDEs, BIM data structures, and asset lifecycle data management
  • Skilled in Agile delivery, change management, and conducting digital maturity assessments
  • Strong commercial acumen, strategic thinking, and organizational planning abilities
  • Excellent leadership, communication, and mentoring capabilities, along with a proven ability to influence senior stakeholders
