Business Systems Analyst (Data Strategy)

Summary of Role:
BC Housing is looking for a Business System Analyst – Data Strategy (BSA-DS) to guide the analysis, development and implementation of the Commission’s Data Strategy program of projects, primarily focusing on a Data Governance Test Case. Reporting functionally to the Manager of Data Governance, the BSA-DS will take strategic direction from the Executive Director of Research, while working closely with the DS Project Manager, Information & Management Technology Branch, the business areas, and executive leadership.
The Data Governance Test Case will be guided by a Data Governance Framework and will be serve as a Proof of Concept (POC). Working as a collaborative and detail-oriented team member, the BSA-DS will gather and analyze business and technical requirements, translating them into clear documentation for development and implementation. The BSA-DS ensures solution design is aligned with business needs, facilitates process mapping and stakeholder engagement, and contributes to overall project success by identifying gaps, risks, and improvement opportunities in data-related processes and systems.
Responsibilities:
- Facilitate business requirements workshops and stakeholder engagement sessions.
- Develop detailed process maps to support report generation.
- Analyze, profile, and assess data quality; document findings and identify system dependencies.
- Collaborate with project team to define and prioritize a backlog based on business impact and complexity.
- Perform gap analysis between the Current and desired Future state.
- Support estimation of effort and implementation planning activities.
- Validate solutions and design artifacts against documented business and data requirements.
- Assist in mockup development and creation of source-to-target data mappings.
- Lead sprint reviews, demonstrations, and iterative feedback sessions.
- Provide ongoing support throughout implementation, including solution validation and stakeholder coordination.
- Align technical solutions with business objectives through close collaboration with SMEs.
- Document business outcomes and support roadmap planning for future phases.
- Oversee review and approval of system documentation.
- Contribute to risk identification and management activities.
- Identify high-level business requirements (HBRs) for future initiatives.

Qualifications:
Ideal Candidate Must-have:
- Minimum 5 years of business system analysis experience.
- Proven experience in business analysis within data-focused projects, including data profiling, gap analysis, and documentation of complex systems and processes.
- Strong facilitation skills, with demonstrated ability to lead workshops and engage a variety of stakeholders (technical and business).
- Knowledge of data governance principles, frameworks, and best practices.
- Experience working in cross-functional project teams, ideally within public sector or complex multi-stakeholder environments.
- Excellent analytical and critical thinking skills, with the ability to translate business needs into clear, actionable technical requirements.
- Strong documentation skills, including the ability to produce BRDs, data mapping documents, process maps, and user stories/backlogs.
- Familiarity with Agile delivery environments, including participation in sprint planning, backlog grooming, and sprint reviews.
- Excellent communication skills, both written and verbal, and the ability to tailor communication to different audiences.
- Ability to manage multiple priorities, work independently, and adapt to evolving project needs.
- Working knowledge of data systems and platforms, such as data warehouses, reporting tools, or enterprise data platforms.
- Results-oriented with strong people and time management skills, highly organized, motivated, and driven to succeed.
Preference will be given to candidates with the following:
- Experience working in or with the public sector.
