The Opportunity

Mandate
The City of Leduc is seeking a visionary and collaborative leader to serve as its next Director, Corporate Information Technology (CIT). This is a critical and highly visible role that combines strategic foresight with operational excellence to drive digital transformation and enhance service delivery across the City.
Reporting to the General Manager, Corporate Services, the Director will lead the City’s Corporate Information and Technology department and provide direction for all aspects of the City’s IT function. They will champion the development and implementation of enterprise systems, infrastructure, and services that are stable, secure, and responsive to the City’s current and future needs.
With a mandate that spans strategic planning, digital innovation, and organizational enablement, the Director will ensure that IT initiatives align with broader corporate goals, drive cost-effective outcomes, and elevate service quality for our staff and the community. This includes leading the implementation of Leduc’s Digital Strategy, improving IT governance and project delivery, and enhancing enterprise architecture to support business operations.
As a key member of the senior leadership team, the Director will serve as a trusted advisor and change leader. They will play a vital role in bolstering organizational confidence in IT, strengthening cross-departmental relationships, and fostering a proactive, service-oriented culture within a team of approximately 20 FTEs. This is not a traditional back-office role; it is an opportunity to shape the City’s digital future and make a meaningful impact on how technology supports organization and community success.
Key Accountabilities
Strategic IT Leadership
- Provide leadership in shaping and executing the City’s technology vision, including the development and implementation of the Digital Strategy, enterprise architecture, and major enterprise systems, ensuring alignment with organizational and Council priorities.
- Chair IT governance committees and lead enterprise-wide IT planning, prioritizing innovation, integration, and value-driven initiatives.
- Promote an inclusive, service-oriented culture by building strong relationships, understanding cross-departmental needs, and staying current on best practices.
- Oversee change management, disaster recovery, and business continuity planning to support organizational resilience.
- Communicate IT strategies, trends, and risks across the organization to foster shared understanding and informed decision-making.
- Maintain an agile and effective CIT organizational structure that evolves with business needs.
Financial Stewardship
- Lead strategic, cost-effective investments in IT systems, infrastructure, and talent while overseeing procurement, vendor management, and contract review to ensure value and service excellence.
- Develop and oversee the multi-year IT operating and capital budgets, and establish administrative standards to manage cost, efficiency, and risk.
Operational Leadership
- Provide strategic direction for IT service delivery, network operations, and systems management, ensuring compliance with privacy, security, and legal standards.
- Lead the planning, coordination, and management of technology services, including enterprise architecture and system integration, to align with organizational goals.
- Ensure IT policies, best practices, and strategic advice are current, effective, and well-communicated.
People Leadership
- Provide strategic leadership to the CIT team, fostering a collaborative, high-performing culture aligned with corporate strategy.
- Oversee departmental structure, staffing, and workforce planning, ensuring effective communication, documentation, and decision support.
- Strengthen partnerships with internal and external stakeholders to enhance collaboration and service delivery.
Candidate Profile
The successful candidate will have the following:
Education:
- Bachelor’s Degree in Computer Science, Business Administration, or a related field. A combination of relevant education and experience may be considered.
- A Master’s degree is considered an asset.
- Recognized certification in the following is highly desired: Project Management Professional (PMP), Organization Change Management (e.g. Prosci), IT Governance (e.g. CGEIT), IT Infrastructure Library (ITIL 4), Enterprise Architecture (e.g. TOGAF)
Experience:
- A minimum of 10 years of progressive IT management experience, ideally including direct oversight of a major IT operation and increasing senior-level responsibilities in systems and technology leadership.
- Experience in a municipal or public sector environment is highly valued, particularly in aligning technology and information systems with strategic business goals.
- A track record of success in strategic planning and execution is considered an asset.
- Strong grasp of project and change management principles, with the ability to lead complex, cross-functional initiatives.
- Solid understanding of business processes, organizational management, and budgeting.
- Proven ability to leverage technology to drive practical, innovative solutions to business challenges.
- Recognized for strong leadership and the ability to inspire and mobilize teams.
- Skilled at setting and managing priorities with clarity, discipline, and sound judgment.
