Job Summary

We are now seeking a visionary and values-driven leader to serve as our next President and Chief Executive Officer. Reporting to our Board Chair, Opreet Kang, the CEO is responsible for shaping and advancing Fraser Health’s strategic direction, operational excellence, and system leadership within British Columbia’s dynamic health landscape.

The CEO will lead an organization committed to delivering safe, equitable, and innovative care, embedding digital health transformation, and building strong partnerships with Indigenous communities, academic institutions, health partners, and the wider community.

Key Responsibilities Include:

  • Building digital maturity and leading the adoption of innovative clinical technologies.
  • Fostering system-wide partnerships to meet population health needs.
  • Representing Fraser Health regionally, provincially, nationally, and internationally.
  • Ensuring sound financial stewardship and organizational sustainability.

Candidate Profile:

The ideal candidate will be a seasoned, collaborative executive with a proven track record of leadership at scale within complex health or public sector organizations. You will demonstrate strategic vision, political acuity, and a deep commitment to advancing health equity, Indigenous reconciliation, and workforce innovation.

A skilled and confident communicator, you will be able to develop highly effective relationships to influence and deliver safe and sustainable patient care with provincial partners, community leaders, our physician community and our wider clinical, operational and administrative workforce. Experience in driving innovation, leading transformation, leveraging digital opportunities and system integration will be highly desirable.

Detailed Overview

The President & Chief Executive Officer (CEO) is responsible and accountable to formulate the strategic direction of the organization and effectively optimize resources to achieve objectives and Fraser Health performance requirements. Provides senior leadership ensuring the planning, implementation and evaluation of Fraser Health meets the health needs of individuals and our populations; and, that services are delivered within financial parameters.

Reporting to the Board Chair, the CEO advises on the strategic and operational planning and performance of Fraser Health. Responding and balancing the needs of multiple stakeholders, ensures Fraser Health's organizational structure and resource utilization aligns governance, leadership, management, and the provision of care and support services to overall objectives.

The CEO serves as a resource to the Board and assists the Executive Management Committee in developing strategies and policies to meet operational goals and transitional challenges of a fully integrated health system.

Responsibilities

  • Strategic Planning

Fosters and supports a strategy and vision for Fraser Health. Formulates, implements and evaluates Fraser Health's strategic and operational plans to support the delivery of health services aligned with Fraser Health's plans and the Performance Agreement established with the Ministry of Health.

  • Leadership

Demonstrates leadership supporting Fraser Health's Vision, and fosters a culture supporting the values of respect, caring and trust.

Provides and joins in the leadership of the Executive Management Committee fostering and developing a cohesive senior leadership team to formulate and evaluate short and long term goals, objectives, strategies.

Ensures the development of human and capital resource plans, program and service structures support quality health care and supporting services and programs.

Leads the development of and communication of the vision, mission and values of Fraser Health.

Provides senior leadership to management, physicians, employees and caregivers in support of achieving the shared objectives of Fraser Health.

Leads, in conjunction with the Board, the development of strategies and action plans for the overall management and direction of the organization.

Provides leadership to the Executive Management Committee to formulate, implement and oversee the development and implementation of Fraser Health's strategic and operational plans.

  • Resource Acquisition and Allocation

Ensures the acquisition of resources necessary, within approved financial parameters, to fulfill goals and objectives of Fraser Health; works collaboratively with key funding sources such as government ministries and a variety of other relevant stakeholders.

Ensures the effective planning and managing of Fraser Health's people resources including volunteers, employees and physicians to support program and service needs.

  • Program and Service Delivery

Ensures the structure and delivery of programs and services respect the universality, comprehensiveness and accessibility of health care service requirements, and are structured and delivered within the financial parameters of Fraser Health to provide a high level of safe, quality care.

  • Communications and Public Affairs

Ensures effective and efficient communication mechanisms among and between health care service providers, and the public are developed, implemented and evaluated. Ensures a consistent presentation to the community and relevant stakeholders the vision, plans, programs and services of Fraser Health.

  • Stakeholder Relations

Fosters relationships with a wide variety of organizations, agencies, unions, institutions and the general public with an interest in the operation of Fraser Health to encourage an understanding and cooperation in the development, implementation and evaluation of relevant goals and objectives. Ensures Foundations are linked into the strategic and operational goals of Fraser Health.

  • Financial and Administrative Management

Ensures that annual operating and capital budgets are developed and presented to the Board and that effective administrative systems are in place to ensure efficient utilization of financial resources within the Fraser Health.

Demonstrates personal acceptance of accountability for actions and outcomes, accuracy, and the appropriate custody and release of information to support ethical business practices.

Ensures the appropriate confidentiality of information, and mitigation of risks associated with fraud.

Qualifications

Education and Experience

Master's Degree in health administration, or a related discipline, fifteen (15) years' leadership at a senior level of a large complex organization(s), preferably in health care; or an equivalent combination of education, training and experience.

Professional/Technical Capabilities

  • Demonstrated ability to deal effectively with elected/appointed Boards, Government Ministers and Deputy Ministers.
  • Demonstrated business acumen and entrepreneurship mindset and skills.
  • Demonstrated high level of leadership in a multi-discipline collaborative approach to consumer driven care in a constantly changing environment.
  • Demonstrated ability to develop and implement strategy and exercise innovative approaches in addressing new challenges.
  • Demonstrated planning skills, both strategic and operational; ability to identify critical issues and to establish realistic goals.
  • Demonstrated knowledge of the overall operations of a multi-disciplined health structured organization, particularly a sensitivity to the interrelationships of medical, clinica, community and corporate functions.
  • Demonstrated skills in financial management with the ability to establish, maintain and monitor a complex multi-source operating budget.
  • Demonstrated reporting and presentation abilities, well developed verbal and written communication skills and the ability to express ideas concisely and persuasively.
  • Demonstrated familiarity with the processes of government and an understanding of their needs, priorities and constraints.
