Are you a strategic leader passionate about energy equity and sustainability? We’re looking for a Program Manager to lead the delivery and innovation of energy efficiency programs that directly improve the lives of Nova Scotians.


About the Role

As the Program Manager, DSM HomeWarming & Pilot Programs, you’ll lead one of Nova Scotia’s most impactful residential energy efficiency programs—HomeWarming—and develop pilot initiatives that address barriers to energy access. You’ll manage a dynamic team, drive performance, and work cross-functionally to achieve measurable energy savings within targeted budgets.

  • Lead & Inspire: Supervise and develop a high-performing team; set goals, provide coaching, and foster continuous improvement.
  • Program Oversight: Manage the HomeWarming program and new pilot initiatives (e.g., Deep Energy Retrofits, Off-Oil). Ensure delivery is on time, on budget, and aligned with funding agreements.
  • Strategy & Innovation: Shape the evolution of existing programs and explore new approaches to reducing energy poverty across the province.
  • Stakeholder Engagement: Collaborate with delivery agents, partners, and internal teams to ensure program success and client satisfaction.
  • Performance & Reporting: Track and analyze program outcomes; regularly report on budgets, savings, participation, and vendor performance.
  • Process Management: Oversee participant eligibility, application processes, contractor engagement, invoice approvals, and data quality.
  • Procurement: Lead procurement and contracting processes for program delivery agents and quality assurance (QA) partners.


What You Bring

  • Proven leadership experience managing teams and programs, ideally in energy efficiency, sustainability, or nonprofit sectors.
  • Strong understanding of demand-side management (DSM), energy conservation, and residential retrofit programs.
  • Excellent communication, analytical, and project management skills.
  • High attention to detail, with the ability to juggle multiple priorities and tight deadlines.
  • Comfortable using Microsoft Office tools (Excel, Outlook, Word, Teams, PowerPoint).
  • A self-starter mindset with a commitment to delivering measurable impact.

Qualifications:

  • Bachelor’s degree or diploma in Business, Engineering Technology, Environmental Studies, or a related field.
  • 2+ years of relevant program or project management experience.
  • Certifications such as Certified Energy Manager (CEM) or Certified Measurement & Verification Professional (CMVP) are strong assets.
  • Valid driver’s license required.

What to expect in your first several weeks on the job:

In the first week, expect to:

  • Meet the HW team
  • Read and understand the Program Manual
  • Get familiar with the general processes and how the program operates
  • Have introductions to other functional areas of the business, and how they interact with HW
  • Meet with individual HW team members and get familiar with their roles and how it interacts with yours.
  • Read pilot proposal documents
  • Meet pilot Project Managers and get familiar with their roles and how it interacts with yours.


In the first month, expect to:

  • Meet various HW program partners and Delivery Agents
  • Become familiar with the program’s targets, goals, and overall objectives
  • Become familiar with the programs process flow
  • Learn how to navigate and use the program project tracking/management tools
  • Begin reporting metrics, distributing client leads to contractors, and preparing program reports and updates with support
  • Meet other team members within ENS that whom you will work closely and understand how you will collaborate.


In the first three months, expect to:

  • Become familiar with in-depth program specifics
  • Have written and managed various reporting and invoice approvals
  • Be able to manage and navigate program tracking information and management tools, and prepare program metric updates and reports without assistance
  • Manage relationships, fulfill information requests, and troubleshoot concerns of program partners, stakeholders, and relevant internal staff
  • Meet with the HomeWarming Advisory Council and lead reporting and meetings, with support from program partners at Clean Foundation.
