This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

Reporting to the Director, Service Delivery & Compliance, the Manager, Contract Management & Services is responsible for the implementation of the contract management framework, which includes oversight of the contracts within the Operations division, and contracts shared with the Facilities Management division. The role will focus on ensuring that services delivered through the Operations division by its vendors are in compliance with applicable policies, procedures, legislation, standards, and contractual requirements.

The incumbent will leverage data to drive the management of compliance risks and inform quality improvement initiatives in collaboration with the Regional Operations teams, Facilities Management, Strategic Procurement Unit, Internal Audit, Finance and Legal Services. As well, the incumbent will monitor contractual obligations, adherence to contract limits, monitoring operating budgets and identify and assess compliance risks to improve service delivery to TCH communities.

The Manager, Contract Management & Services will participate as a key member of the Business Operations and will serve as a support to the Regional Operations teams and Operations division at large.

What You’ll Do

Procurement and Contract Management

  • Conduct assessment and analysis of regulatory and legislative environment to identify emerging issues and impacts to operations service delivery;
  • Partner with the Regional Teams Operations teams to manage changes in vendors and/or property management services, to minimize the impact on tenants and front line staff;
  • Identify gaps in service delivery and operational training needs in relation to vendor performance management and contract compliance
  • Draft RFx documents for services provided in the Operations division (e.g. laundry services, repairs and maintenance, back-fill cleaning, appliance program, etc.);
  • Exercise financial control and oversee various contracts, balancing operating and capital budgets;
  • Provide budget forecasting for various contracts for fiscal budget planning

Vendor Management

  • Implement the vendor compliance framework across the Operations division to identify, assess, and mitigate contract compliance risks;
  • Implement and communicate contract compliance programs with vendors to ensure ongoing adherence to contract requirements to identify and mitigate issues risks;
  • Engage with Regional Operations teams to identify areas of potential non-compliance through staff and tenant feedback;
  • Manager, Contract Management & Services will engage with key partners, Strategic Procurement Unit, Internal Audit, Finance, Legal Services, Operations and Facilities Management to address contract compliance risks identified through the vendor compliance framework.

Contract Management

  • Implement a quality assurance program that would include randomized inspections to inform compliance and quality improvement initiatives;
  • Plan and implement consultation and communication to tenants related to vendor performance; and
  • Liaise with vendors to raise issues of contract non-compliance and escalations from centralized Superintendents, site staff and vendors as it relates to program delivery.
  • Meets with Vendors to address non-compliance gathered from tenant feedback, randomized inspections, lack of adhere to KPIs and manage corrective steps, liaising with Vendor Compliance Office
  • Liaise with IT to enhance system functionality to improve the vendor compliance framework (i.e. reporting, dashboards, workflows, system automation, etc.)

Leadership

  • Provides leadership and effective management of unionized and management exempt staff including setting appropriate context , building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls
  • Prepares reports for various stakeholders including the Senior Operations Leadership, Executive Leadership Team, and the Board.;
  • Ensures development and execution of progressive performance plans and a service delivery model within their team
  • Maintains adherence to established people and culture policies and procedure including collective agreements.; and
  • Promotes the Toronto Community Housing Culture Model within the Unit

What You’ll Need

  • University degree or equivalent combination of formal education and experience in business, public administration or accounting.
  • 5 years experience in contract management or vendor management, preferably in a highly regulated environment in the public sector; experience in formal people leadership roles required
  • Experience in the not for profit, social services or public sector. Experience in a highly regulated environment.
  • Experience in public procurement and in vendor management in a direct service delivery environment
  • Experience managing staff in a unionized environment, and familiarity engaging with labour partners.
  • Great strategic thinking and decision making skills; the ability to develop creative solutions for a variety of current and emerging organizational and industry challenges.
  • Well-developed people leadership and relationship building skills
  • Political savvy and the ability to maneuver through complex situations effectively with patience, diplomacy and sensitivity;
  • Strong negotiating and influencing skills;
  • Excellent communication skills (verbal and written); experience drafting briefing notes, executive summaries, board reports, facilitating working groups and presentations.
  • Able to take and defend unpopular positions, and capable of establishing a high level of credibility, both internally and externally, with a wide variety of stakeholders;
  • A true team orientation; actively promoting collaboration within the team and with other stakeholders within TCHC
