The Conseil scolaire francophone de la Colombie-Britannique (CSF) is the only public Francophone school district in the province, providing high-quality French-first-language education to eligible students. Established in 1995, it serves about 40 schools across approximately 30 communities, from Victoria to Prince George. It plays a vital role in promoting and preserving French language and culture in a minority context. The Opportunity
In a spirit of reconciliation, CSF acknowledges its schools are located on the traditional territories of BC’s First Peoples and expresses gratitude. CSF offers a strategic HR leadership role at the heart of a network dedicated to the vitality of Francophone education in a minority context. As part of the executive team, the successful candidate will provide inclusive, collaborative leadership in human resources and occupational health and safety andwill work closely with school principals and department heads to ensure safe, welcoming, and supportive professional environments. This key role fosters staff engagement, recognition, cultural respect, well-being, and retention.
Key Responsibilities
Reporting to the Secretary-Treasurer, you will develop HR policies, procedures, contracts, manage collective bargaining, strategic HR planning, recruitment, health and safety compliance, labor relations, and talent development. You will oversee training, mentoring, succession planning, onboarding, staff recognition, and retention, cultivating strong internal and external partnerships.
Required Qualifications
- Recognized strategic leadership, supported by strong human resources management skills, ideally acquired in the public sector.
- Excellent communication skills, with the ability to thrive in a dynamic, inclusive, and constantly evolving environment.
- Master’s degree from a recognized university, preferably in Human Resources, Education, School Administration, or a related field.
- Advanced proficiency in office software (Excel, Word, PowerPoint) and HR management systems.
- A professional HR certification is considered an asset.
Desired Competencies
- 5 to 10 years of experience in a senior HR and labor relations role, ideally in an educational setting or in school administration.
- Experience in the public sector—especially in education—is considered an asset.
- Expertise in personnel management within a unionized environment.
- Strong background in labor relations, including collective agreement management, negotiation, conflict resolution, and internal investigations.
- Ability to build constructive professional relationships with unionized and non-unionized teams, as well as with internal and external stakeholders.
- A spirit of innovation and continuous improvement, with the ability to design and implement new HR strategies.
- Excellent command of French and English, both spoken and written.
Employment Conditions
- Competitive salary range: $177,941 – $197,712, based on experience and qualifications.
