Job Overview
Data Analyst is expected to provide expertise in data collection, data-driven storytelling, statistical analysis, data modelling and visualization, data policies and governance standards. The data analyst will also create plans and strategies to identify the various linkages between new and existing data forms, resulting in the integration of data models, development of data policies, and presentation of statistical analysis and data visualizations to help understand and improve service delivery.

Must Have Skills
- Bachelor’s Degree in Computer Science, IT, or related field.
- Experience creating data visualizations, dashboards, and other information products for clients using BI/analytics software, including any or all: SAS Visual Analytics, SAS Visual Investigator, MS Power BI, Tableau, Looker, R, Python.
- 4+ years of experience querying data with Microsoft Transact-SQL Server.
- Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data analysis, data analytics, data visualization, data science, data mining.
- Experience using Microsoft Office Suite tools.
- Experience with presenting data in queries, dashboards, and reports in a way that is easy to understand.
- Direct, hands-on experience performing business requirement analysis related to data manipulation/transformation, cleansing and wrangling.
- Experience analyzing research data and presenting findings in diverse ways
- Experience and technical knowledge of Microsoft SQL Server.
- Experience with government planning and budgeting processes and procedures.
- Implement, develop, and share service metrics and service performance dashboards of IT projects in relation to spend, progress and risk level or projects.
- Inform project team and leadership about current data trends and performance, and recommend performance metrics to support program delivery and monitoring.
- Research best practices and makes recommendations for the direction of data-driven governance policies to support the adoption of digital services and delivery of services.
- Collaborate with Technology and Innovation (TI) program areas to investigate program needs, understand contract requirements, and support the achievement of program deliverables.
- Develop comprehensive contract inventory and conduct spend analysis to support financial planning and decision-making.
- Prepare contract-level budget justifications and develop optimized contractual spend plans aligned with program objectives.
- Produce comprehensive zero-based budgeting reports to enhance financial transparency and resource allocation.
- Support grants management through data collection and analysis, aiding in compliance and performance reporting.
- Support corporate priorities and data-driven decision making by leveraging existing and new analytics, data visualizations, data models, and storytelling tools
- Other responsibilities as required or requested.
