The City of Edmonton is looking for a Final Acceptance Certificate (FAC) Program Manager to join our Integrated Infrastructure Services team. As the FAC Program Manager, you will lead the final acceptance process for the City's Capital Transportation Renewal and Growth Programs, which amount to approximately $240 million annually. This role is critical to the life cycle management of assets and the overall transportation network. Your success in this position will be measured by your ability to deliver projects on time, cultivate strong relationships with internal and external stakeholders, and maintain effective communication.

As the FAC Program Manager, you will lead the final acceptance process for the City's Capital Transportation Renewal and Growth Programs, which amount to approximately $240 million annually. This role is critical to the life cycle management of assets and the overall transportation network. Your success in this position will be measured by your ability to deliver projects on time, cultivate strong relationships with internal and external stakeholders, and maintain effective communication.
What will you do?:
- Oversee and be accountable for the process of issuing Final Acceptance Certificates (FAC) for projects including surface improvements (paved roads, sidewalks, lighting, landscaping) and other contract-affected works
- Track and update a master database of all assigned contracts in the close-out process
- Lead inspections and interactions with contractors and utility companies to complete activities for FAC issuance
- Lead, mentor, and supervise seasonal and temporary staff including overseeing seasonal inspectors that directly support the FAC work
- Organize and schedule FAC inspections and perform inspections during the construction season
- Monitor contractors' progress on identified deficiency repairs
- Track, report on key performance indicators, and provide updates on contract close-out status to project delivery staff and management
- Ensure repair work is constructed according to City of Edmonton Design and Construction Standards and construction drawings
- Conduct regular site inspections to monitor repair work, providing engineering guidance and connecting with the Engineer of Record as needed
- Apply technical roadway construction knowledge related to materials and deficiencies to determine appropriate actions for long-term asset performance
- Engage with the City's Project Manager or Consultant to gather project information, coordinate and participate in FAC inspections, identify defects, and prepare third-party defect reports
- Respond to resident and other inquiries associated with warranty repairs
- Liaise with all parties involved in inspections, including prime contractors, EPCOR Drainage and Water, and City of Edmonton Parks and Roads Services
- Bachelor's Degree in Civil Engineering from a recognized University
- Must be a Professional Engineer (P.Eng.) in good standing and registered as practicing with APEGA. Applicants from other Canadian jurisdictions eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered; APEGA registration must be obtained before employment commences
- A minimum of 7 years of progressively responsible experience in Civil Engineering directly related to roadway construction and contract management
- Demonstrated advanced specialization in the knowledge and practical application of roadway construction practices, methods, and infrastructure operation
- A good knowledge of pavement standards, including the City of Edmonton Complete Streets Design and Construction Standards
- Understanding of the elements and requirements of Construction Contracts
- Proven planning, organizational, and problem-solving skills
- Knowledge of Occupational Health & Safety (OH&S) regulations
- Strong verbal and written communication skills, including report writing and presenting
- Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
- Demonstrated ability and willingness to develop strong, strategic relationships and deliver work collaboratively and integratively
- Ability to manage multiple tasks and deadlines effectively

- Experience with municipal infrastructure projects
- Familiarity with Enterprise Performance Measurement (EPM) reporting
- Experience in a supervisory or mentorship role
- Valid Alberta Class 5 driver's licence (or provincial equivalent). You may be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy
- Obtaining and maintaining a City Driver's permit is a requirement of this position
- Requirement to conduct site inspections, which may involve moderate physical effort and exposure to various environmental conditions
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite .
