Job Description:

We are seeking a highly experienced Technical Business Analyst / Project Manager to lead this pivotal initiative. The successful candidate will identify and implement a digital solution—either a Commercial Off-The-Shelf (COTS) product or an in-house development—that integrates seamlessly with WorkBC’s existing Integrated Case Management (ICM) system. This role provides an opportunity to spearhead a transformative project for a key government client, requiring extensive expertise and the ability to deliver results in a complex environment.


Project Context:

WorkBC seeks to modernize its engagement with job seekers by introducing a self-serve digital platform. This platform will enable the management of straightforward cases online, reducing the demand on physical locations and allowing in-person support to be prioritized for individuals facing greater employment barriers. The selected solution—whether COTS or developed in-house—must integrate seamlessly with the ICM system, which underpins case management operations.

Key Responsibilities:

  • Market Analysis: Research and assess digital solutions (COTS or custom-built) that meet WorkBC’s needs and integrate effectively with the ICM system.
  • Project Leadership: Manage the implementation of large-scale IT projects within the BC government’s social sector.
  • Team Coordination: Direct cross-functional teams, including third-party service providers, executives, the Information Services Division, and the Office of the Chief Information Officer (OCIO).
  • Agile Delivery: Oversee the project using agile methodology to ensure flexibility and alignment with stakeholder expectations.
  • Technical Expertise: Offer strategic guidance to ensure the solution enhances WorkBC’s digital capabilities while maintaining compatibility with the ICM system.


Required Skills & Experience:

  • Highly Experienced Profile: A minimum of 10 years of experience as a Technical Business Analyst and/or Project Manager, with a demonstrated history of excellence.
  • ICM Expertise: Direct, hands-on experience with the Integrated Case Management (ICM) system is mandatory.
  • Government IT Projects: Proven success in leading large-scale IT initiatives, preferably within the BC government social sector.
  • Leadership: Established ability to manage diverse teams, coordinate third-party vendors, and collaborate with executive-level stakeholders.
  • Agile Mastery: Significant experience in leading projects using agile methodology.
  • Previous PM Experience: Candidates with prior Project Management experience are strongly preferred to complement their technical BA skills.
