At Jacobs, health, safety, and environmental (HSE) compliance is crucial to the success of our projects and the strong relationships we have with our clients. As an experienced Health and Safety Professional, you’ll work collaboratively with our client’s health and safety team and the Jacobs Project Team to assist in project monitoring to help the client meet their regulatory obligations, including proving HSE leadership and support, and fostering a positive culture on the project. You’ll challenge yourself by developing a collaborative approach to towards implementation of, and compliance with the Project HSE Management Plan.  You’ll have the support, means and space to deliver your best work, today and into tomorrow. 

Based in Vancouver, British Columbia at the Project Site, you’ll represent Jacobs in the role of Project Engineering, Procurement and Construction Management (EPCM) Contractor as a HSE Lead in providing leadership and in the review and monitoring of Project Contractors’ health and safety management systems to verify compliance with Project requirements, relevant Occupational Health and Safety legislation, and contract requirements. You’ll evolve in your career as you deliver meaningful solutions to a more sustainable world.

Roles And Responsibilities

  • Assist the Owner and actively work with all contractors/suppliers to develop and implement HSE programs in accordance with the Project’s HSE Management Plan.
  • Actively work to implement hazard assessments and site emergency response procedures in accordance with the Owner’s written directions and corporate health, safety, and environment requirements and the Project HSE Management Plan.
  • Act as the Owner’s representative for the purposes of safety management and in the implementation of these standards and procedures.
  • Ensure HSE orientation for Project personnel.
  • Carry out spot checks to monitor compliance with Safety Management Plans, incident reporting and investigation processes, and the requirement to carry out field level hazard assessments.
  • Review Contractor site-specific Safety Management Plans and Safe Work Procedures confirming compliance with the site wide Project HSE Management Plan.
  • Provide HSE leadership through active engagement of all project personnel.
  • Actively work with the Owner to monitor the activities of contractors/suppliers on the site at regular intervals in meeting the Owner’s standards.
  • Coordinate and facilitate project safety meetings.
  • Collate project HSE reporting metrics (key performance indicators) from contractors/suppliers to produce and distribute regular Project HSE Reports.
  • Assist with evaluation of prospective contractor/supplier HSE programs and performance as an integral part of the pre-qualification process.
  • Develop and distribute Project HSE alerts, bulletins and communications as required.
  • Provide management and mentoring to Jacobs employees with regard to HSE activities

Here's what you'll need

  • Relevant Health & Safety or equivalent diploma/degree.
  • OHS professional designation (i.e. CRSP, IH, CSP, CIH, etc) and/or National Construction Safety Officer (NCSO) designation.
  • Minimum 15 years of relevant experience working in health and safety on large scale industrial and/or EPCM projects.
  • Minimum 10 years of experience leading health and safety on large scale industrial and/or EPCM projects.
  • Knowledge of Health, Safety and Environment Management Systems.
  • Knowledge of provincial (British Columbia) and Federal OHS legislation.
  • Practical experience auditing and conducting site inspections.
  • Practical experience conducting incident investigations including root cause analysis and implementation of corrective actions.
  • Strong organization skills including practical experience with data gathering, trend analysis, and reporting.
  • Proficient in Microsoft Office applications (i.e. Outlook, Word, Excel, PowerPoint, OneNote, OneDrive, Teams, etc).
  • Strong written and verbal communication and collaboration skills to support stakeholder groups and teams within areas of responsibility.


Ideally, You’ll Also Have

  • Experience in HSE field as a consultant is desirable
  • Experience and familiarity with requirements for working in, on, over or near water.
  • Familiarity with requirements for critical tasks such as Lockout/Tagout, Confined Space, and Work at Heights.
  • Training and experience with Joint Health and Safety Committees.
  • First Aid and CPR training.
  • Knowledge and understanding of EPCM project delivery model.

76,900.00

Posted Salary Range Upper

134,600.00

The base salary range for this position is $76,900.00 to $134,600.00. This range reflects the minimum and maximum target for new hire salaries for the position across British Columbia, Canada locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
