Procurement Services Coordinator

Procurement Services is responsible to provide professional procurement services for all schools and supporting departments within the Board. The Procurement Services Coordinator is responsible for coordinating all procurement activities in accordance with Board Policies and Administrative Procedures.
Given the central nature of Business Services, it is imperative the Procurement Services Coordinator work in collaboration and cooperation with schools and other departments to build and execute oversight mechanisms for the procurement services of the Board to make certain that efficient and effective practices are active.

The Brant Haldimand Norfolk Catholic District School Board offers a Christ-centered education to over 13,000 students from Brant, Haldimand, and Norfolk counties, the City of Brantford, Six Nations of the Grand River and Mississaugas of the Credit First Nation. Prerequisites For Position
- Post-secondary degree or diploma in a related Business or Supply Chain field.
- Completion, or near completion, of the National Institute of Supply Chain Leaders (NISCL) and/or Supply Chain Canada (CSCMP) and/or certified Professional Public Buyer (CPPB)/Certified Public Procurement Officer (CPPO) or equivalent.A certificate in Risk Management is considered an asset.
- Minimum of three (3) years of experience in a complex purchasing environment or similar or related experience – preferably in the public sector.
- Experience with public procurement policy framework used n procuring a wide range of commodities, services, consulting, IT, Facilities and construction.
- Advanced knowledge and experience with contract law, competitive bidding, Construction Act, Trade Agreements and other legislative requirements.
- Demonstrated ability to work independently or as part of a team in a fast-paced environment where multi-tasking and re-prioritizing is required. Analytical problem solving and investigative research skills are essential. Confidentiality of a broad range of business information is paramount.
- Strong written and oral communication, presentation and negotiation skills to convey information, prepare notes, conduct debriefs, prepare documents and run training sessions for internal clients of all levels, stakeholders and the vendor community. Attention to detail is critical.
- Advanced understanding and skill in use of financial information (preferably familiar with edsembli FIN financial system), bids&tenders e-tendering platform, MS Office applications (Word, Excel, PowerPoint, Teams, Outlook etc.), and other e-commerce applications.
- Valid driver license and vehicle.
- Provide guidance and support to staff on procurement related activities and review/audit these activities to ensure compliance with all related policies, procedures and legislative requirements.
- Oversee the procurement process (end to end) through the development/administration of competitive bid documents (specs, evaluation criteria, site meetings) e-tendering, preparation of detailed analysis and required reporting to staff and others as required.
- Review Purchase Orders in accordance with the Procurement Policy to ensure completeness, compliance and appropriate vendor selection.
- Administer the Board’s P-card program and review all activity for compliance and areas for improvement.
- Provide contract management (review current and renewals) and support for contract creation and minimum requirements.
- Oversee the Board’s vendor performance program to ensure quality vendor relationships are maintained and end users are supported.
- Monitor technical trends, development and advances in the areas of procurement, strategic sourcing, vendor qualification, purchasing systems and competitive bid processes to support continuous improvement in Procurement Services.
- Analyze spend data as a means to increase efficiency, effectiveness and transparency within the Board’s supply chain.
- Actively participate with other public sector agencies to develop collaborative procurement ventures and to remain current on best practices, market conditions, and other related issues and information.
- Review e-commerce tools to promote efficiencies in the ordering and delivery of goods and services to sites.
- Support the Buyer in maintaining the staff intranet to ensure current procurement related information is up to date and available for staff to refer to in their day-to-day procurement needs.
- Provide direction to the Buyer as required and in the absence of the Manager of Procurement & Risk Management Services.
- Assist the Manager of Procurement & Risk Management Services with the Board’s Risk Management and Accountability framework.
- Perform other related duties as assigned by the Manager of Procurement & Risk Management Services.
