Manager, Design Standards & Technical Service:
($96,964 - $114,075 Annually)
Position Summary
Reporting to the Director, Construction Services, the Manager, Design Standards & Technical Services is responsible for developing, reviewing and maintaining BC Housing’s Design Guidelines and Construction Standards (“DGCS”) and Commissioning Guidelines and Procedures (“CxG”), ensuring alignment with industry practices and consistent application across all development projects. He/She/They oversees the work of commissioning providers, reviews and evaluates the scope of work for development and renovation projects, provides guidance to project teams on commissioning services, and delivers technical training and orientations. The position also collaborates with Development & Asset Strategies (DAS) project teams to oversee the development of the commissioning scope and the plan review process, evaluates the performance of the consultants and commissioning providers, and conducts special studies through research and investigation to improve the design and construction of BC Housing projects.

CANDIDATE PROFILE
The successful candidate will have the following:
EDUCATION & EXPERIENCE:
- One of the following certifications: Commissioning Professional (CPP) through the Building Commissioning Certification Board, Accredited Architect, Professional Engineers ( P.Eng ), or PMP designation(s).
- Extensive experience in managing design guidelines and construction standards, and commissioning guidelines, commissioning processes, including verification techniques and analysis, systems and equipment operation and facilities management, in a variety of construction projects of varying size and type in the residential construction industry.
- Or an equivalent combination of education, training, and experience acceptable to the Employer.
- Bachelor’s degree in architecture, engineering, building technology or related technical fields from a recognized technical institution.
- Extensive knowledge and understanding of building elements, design, construction and commissioning of building systems, commissioning principles, and related legislation, by-laws, building codes, building design, and municipal approval and inspection processes affecting high-rise and low-rise residential development and construction.
- Considerable knowledge of sustainable construction practices and the methods and materials relating to the construction, development, remediation and renovation of multi-unit wood frame and non-combustible residential buildings.
- Considerable knowledge of various practices relating to construction management including construction cost analysis methods and standard forms of construction contracts, including (Canadian Construction Documents Committee) CCDC-2, CCDC14 and CCDC 5.
- Considerable knowledge of energy-efficient design and building elements, and the principles of value engineering.
- Working knowledge of construction and market trends, and current knowledge of standard construction costs to resolve contract administration disputes, recommend consultant claims and change orders, and prepare budget estimates.
- Excellent negotiation, facilitation, conflict resolution, problem solving and consensus building skills.
- Strong communication, interpersonal, and relationship management skills.
- Strong project management and technical leadership skills.
- Ability to plan, implement, maintain, analyze and evaluate cost and budgeting.
- Ability to solve issues and provide technical leadership, direction, and mentorship to technical and project delivery teams.
- Ability to learn and understand the BC Housing’s operations, housing programs and policies.
