Reporting to the Managing Director, Corporate and Emergency Services / Chief Financial Officer, the Director, Information Technology provides strategic and operational leadership for the City’s information technology function and the Information Technology Department.
The Director is accountable for departmental performance, people, financial and resource management, and the delivery of secure, reliable, resilient, cost-effective and continuously improving enterprise technology and information management services. They ensure that technology strategies, investments, systems, projects, and service improvements align with Council priorities, corporate objectives, operational and service delivery requirements, regulatory obligations, and governance standards. As the City’s senior advisor on technology, cybersecurity, information management and digital transformation, the Director works with City leadership to establish enterprise technology strategy, governance and priorities, manages the technology portfolio, and advises Executive Leadership and Council on significant technology opportunities, risks and decisions.
Working across the organization, the Director strengthens collaboration between IT and business areas, ensures technology services and investments deliver value, respond to business needs, manage organizational risk, enable innovation and modernization, and support effective municipal service delivery.
Responsibilities
- Provide strategic and operational leadership for the City's Information Technology Department, ensuring secure, reliable, resilient and cost-effective technology and information management services.
- Establish and lead enterprise technology, information management and digital transformation strategies, priorities and long-term plans.
- Provide strategic advice to Executive Leadership and Council on technology, cybersecurity, information management, business continuity, digital transformation and emerging technologies.
- Oversee the City's technology investment and project portfolio, including major technology acquisitions, implementations and modernization initiatives.
- Direct departmental operations, workforce planning, budgeting, resource allocation and service delivery, while fostering a high-performing, accountable and customer-focused culture.
- Build strong relationships across the organization to ensure technology services, investments and priorities align with business needs, corporate objectives and effective municipal service delivery.
Qualifications
- Bachelor’s degree in computer science, information systems, or a related discipline from a recognized post-secondary institution is required. A Master's degree is preferred.
- At least 10 years of progressively senior information technology experience, managing and/or directing an IT operation, including five or more years managing a major IT operation in a municipal, public sector, or recognized consulting environment.
- A Diploma in computer science, information systems, or other related discipline from a recognized post-secondary institution may be considered with 15 years of related experience.
- Professional certifications in project management, organizational change management, IT governance, management consulting, or IT service management are considered an asset.
- Demonstrated experience with technology governance, portfolio management, investment prioritization and major project delivery.
- Broad knowledge of enterprise technology, including infrastructure, cloud services, enterprise applications, networks, cybersecurity, data and information management, service management, business continuity and disaster recovery.
- Strong executive leadership skills with demonstrated ability to lead managers, professional and technical teams.
Hours of Work
- This position works 40 hours per week, Monday – Friday (8:00 – 5:00) and receives 1 Earned Day Off (EDO) per month.
- Benefit from flexible work hours by adjusting your start and end times by 30 or 60 minutes around our business hours of 8:00 a.m. to 5:00 p.m.
Compensation
- The salary ranges from $164,477.56 - $198,426.54 per year, including a comprehensive benefits package with a flexible spending account, pension plan, supplementary pension, monthly vehicle allowance and accrued paid vacation starting at 5 weeks per year.

While most employees within the department work remotely, the Director will maintain a hybrid presence to support leadership, collaboration, and operational needs. Employees are eligible to participate in this program after 3 months of employment, subject to satisfactory performance.
