About the Role

Reporting to the Manager of Compliance, Enforcement and Lab Services, the W-WW Enforcement Program Manager manages the execution and delivery of the Sewer Use By-law Enforcement program, the hauled sewage program and other legislated requirements of the section. The position ensures compliance with applicable municipal by-laws and provincial and federal legislation, supporting the protection of Regional water and wastewater infrastructure and the environment.

Salary Range: $105,330.00 - $123,910.00

Responsibilities

• Leads and administers the Sewer Use By-law Enforcement Program, hauled sewage program and related enforcement activities to support compliance with municipal by-laws, legislation, regulations and approved policies and procedures. (45% of time)
• Responds to complaints and inquiries from the public, elected officials, other agencies, and staff related to sewer use and enforcement.
• Ensures the Sewer Use By-law, policies and procedures support effective program governance, compliance monitoring and enforcement activities in accordance with applicable legislation and regulatory requirements.
• Oversees issuance of Violation Notices, Action Requests and Control Orders.
• Reviews inspection reports and directs corrective actions.
• Provides guidance to Environmental Enforcement Officers on legal matters including tickets, summonses, court evidence and appeals.
• Appears as an expert witness in court for Sewer Use By-law enforcement (as required).
• Manages enforcement investigations, documentation, evidence collection and regulatory reporting.
• Develops and maintains the Environmental Enforcement Sampling Program for industrial compliance with the Sewer Use By-law and surcharge agreements.
• Reviews legislation, industry trends and municipal best practices to ensure ongoing compliance and continuous improvement of enforcement programs and activities.
• Manages and reviews incident management and enforcement software to support operational effectiveness, reporting and data integrity.
• Develops, implements and maintains program policies, procedures, standards and monitoring practices to support legislative compliance and operational effectiveness. (20% of time)

Qualifications

• Post-secondary diploma or degree in public administration, business administration, law enforcement, law, or related field.

Required Skills

• An equivalent combination of education, experience and qualifications may be considered.
• Minimum of 5 years of experience in municipal by-law enforcement, environmental compliance, wastewater operations, investigations, or a related regulatory environment.
• Knowledge of investigative practices, evidence collection
