Electrical Site Inspector

Actalent

Job Title: Electrical Site Inspector

The Electrical Site Inspector provides field oversight and construction support for high voltage substation and transmission line projects. This role serves as the primary on-site representative, ensuring that construction activities align with approved engineering designs, project specifications, and quality requirements. The inspector acts as a key liaison between construction teams and the engineering team, documenting field conditions, identifying technical concerns, and supporting engineering reviews throughout project execution. The position focuses heavily on civil and structural construction activities associated with substations and transmission infrastructure, while also supporting selected electrical equipment installations. The inspector performs field observations, participates in designated hold and witness points, maintains project records, and reports construction conditions that may require engineering review, without assuming responsibility for contractor means and methods, construction execution, quality control, inspections, testing, or compliance with contract requirements.

Responsibilities

  • Act as the primary on-site representative for substation and transmission line construction activities.
  • Conduct and document field observations to verify that work is completed in accordance with issued-for-construction (IFC) drawings, specifications, approved technical documents, and Inspection and Test Plans (ITPs).
  • Monitor civil and structural construction activities, including earthworks, foundations, embedded components, structural steel erection, and major equipment installations.
  • Review contractor schedules and inspection notifications to coordinate attendance at engineering hold points and witness points.
  • Identify field conditions, deviations, or non-conformances that require engineering review and escalate issues to the appropriate engineering team members.
  • Review contractor QA/QC documentation, testing records, survey data, and other construction records relevant to engineering oversight.
  • Maintain detailed and organized field documentation, including observation reports, photographs, technical issues, and hold point records.
  • Track technical issues and non-conformance reports (NCRs) through to resolution.
  • Support the preparation and verification of as-built drawings and record documentation.
  • Participate in construction meetings and communicate significant field issues to project stakeholders.
  • Ensure compliance with all project health, safety, and environmental requirements while on site.
  • Perform site inspections to verify that construction activities are executed in accordance with design documents and project requirements.
  • Provide construction oversight by observing site activities and reporting on progress, issues, and risks to the engineering team.
  • Complete daily or bi-daily written and photographic documentation of materials received and activities completed.
  • Support verification that transformers, protection and controls, and other electrical components are installed consistent with approved drawings and specifications.

Essential Skills

  • Diploma or Degree in Civil Engineering, Structural Engineering, Electrical Engineering, Construction Engineering Technology, or a related discipline.
  • 10 to 15 years of construction experience, including substantial field experience on high voltage substation and/or overhead transmission line projects.
  • Experience working on transmission and distribution infrastructure projects.
  • Demonstrated experience with substation grading and earthworks.
  • Demonstrated experience with reinforced concrete foundations.
  • Demonstrated experience with transmission line foundations and caissons.
  • Demonstrated experience with concrete construction and installation activities.
  • Demonstrated experience with anchor bolts and embedded components.
  • Demonstrated experience with underground duct banks and trenching.
  • Demonstrated experience with structural steel erection.
  • Demonstrated experience with transmission line structure construction.
  • Strong ability to read and interpret civil, structural, and electrical construction drawings, specifications, vendor drawings, and technical documentation.
  • Working knowledge of Inspection and Test Plans (ITPs), hold points, witness points, non-conformance report (NCR) processes, requests for information (RFIs), field change procedures, and contractor QA/QC documentation.
  • Ability to recognize when technical issues require escalation to a Professional Engineer.
  • Understanding of the differences between contractor QA/QC activities, owner oversight, and engineering field observation responsibilities.
  • Experience maintaining accurate field records to support as-built and record documentation.
  • Ability to work independently while collaborating closely with multidisciplinary engineering and construction teams.
  • Hands-on experience with site inspection, construction oversight, and documentation on substation or transmission line construction projects.
  • Proficiency in preparing clear written reports and organizing photographic documentation of construction activities.

Additional Skills & Qualifications

  • Experience as an Electrical Technician or Electrical Engineer.
  • Experience with substation construction or transmission line construction.
  • Experience working with transformers in a construction or commissioning environment.
  • Experience with protection and controls installations in high voltage substations.
  • Experience in high voltage environments such as substations, transformer stations, and transmission line construction.
  • Familiarity with electrical technology and practical field applications.
  • Experience in site investigation and construction quality control.
  • Ability to verify that field construction matches design drawings and specifications.
  • Experience in reporting, documentation, and construction record keeping, including daily or bi-daily reporting.
  • Exposure to large station construction projects and working as part of a large engineering organization.
