Brief Overview
Reporting to the Director of Housing & Homelessness, the Operations and Strategy Manager provides operational leadership, coordination, and analytical oversight to support the successful delivery of housing and homelessness initiatives.
This position serves as a key liaison to the Director, ensuring alignment across departmental priorities, strengthening operational systems, and supporting strategic planning efforts. This role functions as a central point of integration for the department, advancing priorities by coordinating across strategy, operations, finance and reporting. The position focuses on ensuring that work is organized, connected, and moving forward.
Key Responsibilities
Strategic Planning & Policy Development
- Assist in the development and implementation of Métis-specific housing and homelessness strategies and priorities.
- Translate research, data, and analysis into strategic recommendations and priorities
- Ensure all planning, policy, and program activities are informed by Métis perspectives, community priorities, and distinctions-based approaches.
- Research and guide development of policies, frameworks, and operational approaches
Operational Leadership & Coordination
- Oversee day-to-day coordination of departmental operations to ensure alignment with established priorities
- Coordinate workflows related to research, reporting, and funding activities
- Identify and address operational challenges and barriers to ensure the successful advancement of strategic initiatives.
- Establish and improve systems, processes, and tools to enhance efficiency and accountability
- Act as the integration point between strategy, finance, and project delivery
Reporting, Briefings & Decision Support
- Prepare and oversee high-quality briefing materials, reports, and presentations.
- Provide strategic synthesis and context to support informed decision-making
- Ensure consistency, accuracy, and alignment across departmental reporting outputs
Stakeholder Relations & Engagement
- Develop and maintain strong relationships with:
- MN–S leadership and internal departments and ministries
- Federal, Provincial and municipal governments
- Métis communities and organizations
- Housing and service delivery partners
- Support the identification, evaluation, and advancement of housing development opportunities and partnerships.
- Support coordination and alignment across stakeholders with diverse priorities
- Provide direct supervision to the Housing Development and Grants Officer and any other positions established in the future.
- Set priorities, assign work, and ensure deliverables align with departmental objectives
- Review and validate research, reporting, and funding materials
- Support staff development, coaching, and performance management
- Ensure effective workflow coordination and utilization of team capacity
- Support the implementation of funding strategies and priorities established by the Director
- Develop strategic recommendations and submissions to influence government policy and funding opportunities.
- Guide and review grant applications and funding proposals
- Monitor compliance with funding agreements, contribution agreements, and reporting requirements.
- Support the planning, implementation, and evaluation of housing and homelessness projects and programs.
- Develop and implement frameworks to evaluate outcomes, measure performance, and assess program impact.
- Identify and advance opportunities to enhance processes, strengthen service delivery, and foster innovation.
- Knowledge of Métis governance, history, and distinctions-based approaches
- Understanding of housing, homelessness, or social policy environments is preferred
- Strong analytical and problem-solving skills with the ability to interpret financial and program data
- Demonstrated experience in strategic planning and operational execution
- Working knowledge of housing construction and development processes, including project feasibility, costing, and delivery considerations
- Familiarity with project management principles and technical aspects of housing projects
- Excellent written and verbal communication skills, including briefing and presentation development
- Strong organizational, time management, and project management skills
- Proven ability to build and maintain relationships with internal and external stakeholders
- Ability to manage multiple priorities in a fast-paced, evolving environment
- High level of professionalism, discretion, and political acuity
- Advanced proficiency in Microsoft Office applications (Excel, Word, PowerPoint)
- Bachelor’s degree in public administration, Business Administration, Economics, Urban Planning, Indigenous Studies, or a related field
- Minimum 5 years of progressive experience in:
- Strategy, operations, or program management
- Financial analysis or budgeting
- Policy development or government relations
- Experience supervising staff or leading teams
- An equivalent combination of education and experience may be considered
Additional Requirements
- A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
- The successful candidate must undergo a Criminal Record Check.
- The Travel requirement for this position is 10%
