Policy Analyst

Reporting to the Executive Director, External Relations & Communications, the Policy Analyst plays a key role in monitoring trends in health care, medical education, and regulation, and translating them into clear, actionable insights. In this role, you’ll analyze complex issues and provide strategic policy advice to support senior leadership decision-making.

You’ll develop high-quality briefing materials, policy papers, and external content that help shape MCC’s position and voice. You’ll also contribute to strengthening MCC’s external presence by identifying priority policy areas, aligning messaging, and supporting thought leadership across the organization.

What You’ll Do

  • Analyze complex policy issues and translate them into clear, actionable insights to support senior leadership decision-making.
  • Develop high-quality briefing materials, including concise summaries, tailored to a range of audiences and engagement needs.
  • Produce policy papers, position statements, and external content that clearly articulate MCC’s perspectives on key issues.
  • Provide strategic guidance on how policy topics are framed and communicated, ensuring messaging is clear, evidence-based, and aligned with organizational priorities.
  • Support senior leadership in shaping, refining, and aligning policy positions and messaging.
  • Prepare presentations, speaking notes, and discussion materials to support executive engagement.
  • Conduct research and analysis (e.g., environmental scans, literature reviews, data analysis) to inform evidence-based policy development.
  • Monitor external trends, policy developments, and stakeholder positions relevant to MCC’s priorities.
  • Identify priority policy areas and support MCC’s external positioning and thought leadership.
  • Manage complex or sensitive policy issues, ensuring positions are well-informed, balanced, and aligned with organizational direction.

Experience

What you need to succeed

  • 7-10 years of progressive experience in policy analysis, research, or advisory roles involving complex information synthesis and senior-level deliverables.
  • Experience in health systems, regulatory environments, or government relations preferred.
  • Experience supporting senior executives or producing external-facing policy materials preferred.

Technical Skills

  • Demonstrated expertise in qualitative and quantitative research and analysis
  • Proven ability to produce high-quality written outputs (e.g., briefing notes, policy papers, reports)
  • Lobbyist registration familiarity (federal and provincial registries)
  • Familiarity with relevant regulatory bodies is a strong asset
  • Knowledge of Canadian health system, health workforce issues, or IMG-related policy landscape considered an asset.

  • Exceptional written and verbal communication skills with the ability to translate complex information into clear, concise, audience-tailored outputs
  • Strong critical thinking and analytical capabilities
  • Ability to operate with a high degree of independence and responsiveness in a fast-paced environment
  • Strong interested party management skills, including the ability to balance multiple inputs and priorities
  • High level of adaptability to shifting priorities and urgent deliverables
  • May require participation in meetings with internal and external parties; occasional flexibility in working hours to meet tight timelines

Education

  • Degree in Public Policy, Public Administration, Health Policy, or a related field or a combination of education and work experience.

Language

  • Advanced oral and written skills in English are required, with oral and written skills in French considered an asset
