HR Project Partners is currently accepting resumes for a Program and Policy Analyst on behalf of one of our clients, MMSB (Multi-Materials Stewardship Board).
Reporting to the Director of Programs, the Program and Policy Analyst is accountable for researching and analyzing new recycling and waste diversion opportunities for the province and coordinating the management of the Newfoundland and Labrador Waste Management Trust fund. The position functions with considerable independence and initiative while ensuring that major problems and concerns are referred to the Director of Programs. Work is reviewed through reports, regular consultation, and results achieved. The incumbent will receive lead direction from the Senior Program and Policy Analysts.
This is a permanent, full-time position, located in St. John’s, NL. It is classified as an MMSB-41.
Essential Job Functions
Project Management
- In conjunction with management and the MMSB Strategic Plan, works with the Senior Policy and Program Analysts to manage the used tire and used beverage container recycling programs and existing extended producer responsibility programs through established goals and objectives;keeps informed and current on program trends and policies in waste management; works with program operators, communities, contractors, businesses, and government to coordinate program/policy development and delivery; monitors implementation of the program to ensure goals are being met and align with MMSB strategic direction.
- Assists the Senior Policy and Program Analysts on the development and implementation of new initiatives in used tire and beverage container recycling and extended producer responsibility programs in the province, using a consultative and collaborative approach; establishes goals and policies to guide new projects using innovative ideas and expertise; develops a business case for new programs taking into account current and emerging trends in waste management and recycling; ensures knowledge of new policy developments in other jurisdictions/organizations is current and aligned with best practice in the waste management and recycling industry.
- Conducts research, prepares reports on results, responds to information requests from the general public and other stakeholders; provides recommendations and support to guide waste management decisions; and implements waste diversion initiatives.
- Performs project management work in conjunction with the Senior Program and Policy Analysts, including regional demonstrations, pilot projects, and other MMSB projects; develops, plans, and executes waste management and recycling projects in accordance with MMSB objectives and standards and oversees project disbursements in conjunction with the Senior Program and Policy Development Officers; performs site visits as required.
- Organizes and facilitates MMSB conferences and forums; plans and hosts the annual Regional Waste Management Forum.
Waste Management Trust Fund Administration
- Collaborates with the Senior Program and Policy Analysts on the administration of the Waste Management Trust Fund programs, including Calls for Proposals, evaluating proposals for funding, develops Contribution Agreements, monitors projects, and analyzes reports from participating recipients; liaises with accounting staff once agreements are signed to ensure parameters are followed; follows up with parties to the agreement on issues that arise and refers to senior management.
- Prepares briefing, decision, and information notes for the CEO and the MMSB Board of Directors; provides advice to guide senior executive decisions.
- Develops, evaluates, and supports Waste Management Trust Fund programs, including eligibility guidelines and criteria.
- Develops, reviews, and updates the policies and procedures manual for the Waste Management Trust Fund programs including the project application submission review, approvals, and implementation process.
- Manages Client Information by utilizing a CRM software program to record and track files for clients and contractor information.
- Provides accurate and detailed information to management for inclusion in the financial statements, status reports for the Board, and fiscal management of remaining funds.
General
- Conducts regular waste characterization studies, assessments and audits for clients, in conjunction with the Senior Program and Policy Analysts; records/analyzes results and files reports and recommendations to increase waste diversion or enhance existing practices.
- Acts as internal project lead on waste diversion forums/events and the waste diversion program; conducts waste audits and analysis and files pertinent documentation; chairs and facilitates meetings and delivers presentations, as required.
- Receives and responds to requests for information from members of the public and government/business stakeholders regarding business development opportunities from a waste diversion perspective.
- Conducts primary and secondary research to provide appropriate responses, developing research papers and technical reports on waste diversion and management.
- Assists the Senior Program and Policy Analysts in the contract tendering and procurement process.
- Attends seminars, conferences, trade shows as required using the opportunities to liaise and network with other jurisdictions.
- Collaborates with and responds to external clients in a funding or support capacity on a daily basis.
- Other duties as required.
Education and Experience Requirements
- Completion of an Undergraduate Degree or Diploma in Business or Environmental Science.
- Certificate in Project Management or a Project Management Professional (PMP) designation.
- Three (3) to five (5) years of experience in program development, project management, or other related fields.
- Experience in business development, marketing, and/or research.
Knowledge, Skills, & Attributes:
- Strong communication, organizational, time management and leadership skills, with ability to be flexible and work independently in a fast-paced environment.
- Skilled in public speaking, Microsoft Office and CRM software and project management.
- Excellent knowledge and proficiency in business and/or operational technical discipline.
- Strong ability to be a team player and effectively and respectfully deal with co-workers and stakeholders.
- Strong decision-making, analytical, and problem-solving skills.
- Trustworthiness through ability to maintain confidentiality of MMSB information and operations, consistent honesty, and professionalism in all interactions.
Working Conditions
MMSB provides a collaborative work environment and supports continuous improvement initiatives in its employees. The workweek is Monday to Friday from 8:30am to 4:30pm, including a one-hour unpaid lunch break. Overtime and irregular work hours may be required, reimbursed via time off-in-lieu of overtime hours worked, providing mutual agreement is reached between management and the employee. Use of own vehicle may be required at times and employees are reimbursed in accordance with policy. Occasional travel outside St. John's may be required for site visits and meetings.
