Our client, a large and well-respected public sector organization in British Columbia, is embarking on a significant multi-year technology transformation program. This initiative involves replacing a mission-critical, custom-built enterprise application with a modern solution expected to include multiple workstreams integrating both off-the-shelf and custom-developed components.

The program has recently received governance approval to progress to the next stage, and a Senior Business Analyst is needed to help shape the roadmap and solution approach for this high-visibility initiative.

The Role

As Senior Business Analyst, you will play a central role in defining the future-state solution for a complex, organization-wide program. Working closely with the Program Manager, Solution Architect(s), and other Senior BAs, you will engage deeply with both technical teams and a large, diverse user community to drive requirements gathering and inform strategic decision-making.

This is a program-level BA role — not a project-level one. You will be expected to operate with a high degree of independence, bring structure to ambiguity, and build strong relationships across a broad stakeholder landscape.

Key Responsibilities

  • Lead and own requirements gathering across technical and business stakeholder groups
  • Partner with Solution Architects to develop the future-state solution approach
  • Support the design of a multi-year program roadmap in collaboration with the Program Manager and broader delivery team
  • Build trust and sustained engagement with a large and diverse end-user community
  • Bridge communication between technical teams and non-technical stakeholders
  • Contribute to governance documentation and program-stage deliverables

Required

What You Bring

  • 7+ years of Business Analyst experience with demonstrated program-level scope (not solely project delivery)
  • Proven ability to engage and influence technical teams and solution architects
  • Strong stakeholder management skills — comfortable navigating complex, multi-stakeholder environments
  • Experience working on large-scale system replacement or transformation programs
  • Excellent written and verbal communication skills
  • Ability to work independently and bring structure to early-stage, ambiguous programs

Nice to Have

  • Experience with grant management systems or public sector financial platforms
  • Background in higher education, research, or similarly complex institutional environments
  • Familiarity with enterprise architecture concepts and solution design processes
