Position Details
- Position: Full-time, Permanent
- Hours: 36.25 hours per week
- This position is not part of a collective agreement and is open to all interested applicants. The City of Brandon reserves the right to underfill this position.

About the Role
As part of the Human Resources team, the Payroll Administrator is responsible for administering the City's bi-weekly payroll for hourly and salaried employees and partner agencies. This role ensures payroll is processed accurately, confidentially, and in compliance with applicable legislation, City policies, and multiple collective agreements while delivering exceptional customer service.
What You'll Do
You will:
- Process accurate and timely bi-weekly payroll for hourly and salaried employees.
- Review, verify, and process timesheets, payroll reports, employee changes, and payroll adjustments while resolving discrepancies with supervisors.
- Calculate earnings, special payments, retroactive pay, salary adjustments, vacation accruals, statutory holiday banks, continuous seniority dates, taxable benefits, and other payroll-related calculations.
- Process payroll deductions including income tax, pension, medical and insurance plans, union dues, garnishments, charitable donations, and other legislated or voluntary deductions.
- Prepare government, pension, benefit provider, union, T4, T4A, Record of Employment, survey, year-end, remittance, and other legislated payroll reports.
- Prepare payroll-related accounts payable, accounts receivable, general ledger reconciliations, journal entries, and payroll reporting for managers and external organizations.
- Maintain accurate employee payroll records, including new hires, employment information, rates of pay, deductions, addresses, and payroll system updates.
- Respond to payroll inquiries from employees, supervisors, government agencies, and the public while researching and resolving payroll issues.
- Train and support City employees on payroll coding, payroll submissions, and payroll-related processes.
- Collaborate with Information Technology to maintain payroll systems, test software updates, and ensure ongoing system reliability.
- Follow up with managers regarding outstanding payroll approvals and ensure legislated deadlines are consistently met.
- Review, interpret, and apply payroll-related provisions contained within City policies and multiple collective agreements, including CUPE, IAFF, BPA, E-911, and ATU.
- Develop, recommend, document, and implement improvements to payroll procedures, GOGs, and related processes.
- Accept employee benefit and insurance payments during approved leaves of absence and provide payroll information to collective agreement bargaining teams.

What You'll Bring
Required Qualifications
- Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
- Post-secondary education in Business Administration, Management, Human Resources, Accounting, or an equivalent combination of education and related experience.
- Payroll Compliance Practitioner (PCP) certification, or willingness to obtain the designation within a defined period.
- Minimum three (3) years of experience administering a computerized payroll system.
Preferred Qualifications
- Training in general accounting practices.
- Minimum three (3) years of experience using Dayforce.
- Five (5) or more years of payroll administration experience.
Working Conditions
This position offers a balance of independent work and collaboration within a supportive Human Resources team. You'll manage multiple priorities, exercise sound judgment, build strong working relationships across the organization, contribute to continuous process improvement, and help deliver high-quality payroll services. This position reports to the Payroll Officer.
