About the Position
- We are searching for a permanent Manager, Software Engineering to join our Information and Technology Services (IaTS) team.
- PBC’s compensation program is built on a pay-for-performance philosophy, rewarding both individual and organizational achievements. The typical hiring range for this position is $110,000 - $130,000 per year, with the starting salary determined based on a combination of skills, education, experience, and internal equity. As part of our total rewards package, you’ll be eligible for our annual bonus program.

We're looking for someone who can balance strategy and execution, coaching and developing employees while partnering with business leaders to modernize processes, improve operational efficiency, and deliver technology solutions that create real business value.
This role is ideal for candidates with experience as a Software Engineering Manager, Development Manager, DevOps Manager, Technical Lead, Engineering Leader, or Manager, Digital Solutions.
You are a strong communicator, change champion, and trusted leader who thrives in evolving environments. You bring experience leading technical teams, managing software delivery, and driving transformation initiatives that improve how teams work and deliver results. Exposure to AI-enabled development tools such as GitHub Copilot, Claude, Bedrock, or similar technologies is considered an asset.

In this role, you'll help shape the future of software engineering at Pacific Blue Cross.
You will lead and develop a team of software professionals, building a culture grounded in accountability, collaboration, and continuous improvement.
Working closely with business and technology leaders, you'll modernize how technology is delivered by improving engineering practices, strengthening delivery discipline, and enabling more efficient and reliable execution of business priorities.
You will also help advance Agile maturity across teams, strengthen cross-functional alignment, and ensure technology delivery is closely connected to business outcomes.
Success in this role means a more capable engineering organization that delivers with greater speed, consistency, and adaptability while continuously improving how work gets done..
Key Experiences You Bring To This Role
- Bachelor’s degree (or equivalent) with a major in Computer Sciences, IT, MIS, or an equivalent field including or supplemented by courses in leadership/supervision.
- Excellent knowledge of Agile software development methodologies.
- Excellent knowledge of DevOps.
- 5 - 8 years of related experience in computer application support and systems analysis, including:
- 3+ years of experience in a leadership position; managing and/or directing IT development resources with competing demands to deliver against business objectives.
- 3+ years of experience managing cross functional resource teams.
- Experience working in an Agile/Scrum environment.
- Excellent leadership skills.
- Ability to support a 24/7 environment.

- Demonstrated experience managing a team in a unionized environment.
