ABOUT THE ROLE

Reporting to the Manager, Business Planning and Financial Reporting, is responsible for providing capital planning advice and support, including Tangible Capital Asset Reporting, and coordinating the multi-year capital budget for the Department, based on the annual budget planning cycle; providing advice, including administration, financial and statistical analysis, and decision-making processes for all facets of the Departments capital planning and budgeting process.

WHAT YOU'LL BE DOING

  • Ensures the planning, preparation and review of strategic business plans, capital plans, and annual capital budgets are in accordance with Regional policies and guidelines.
  • Participates in annual strategic planning activities for the Department and Branch and formulates strategic and operational initiatives for service improvement.
  • Provides comprehensive financial analysis for requests from Department senior management.
  • Monitors performance against baseline schedule and reports, as required.
  • Supports the development and implementation of integrated technology solutions to support the project lifecycle
  • Supports the purchasing and procurement process and monitors purchase order activity and variances for capital projects.
  • Assists management in coordinating compliance with regular reporting, in conjunction with others, to ensure reporting deliverables are consistent with Departmental objectives.
  • Assists management in coordinating compliance with Tangible Capital Asset reporting schedules.
  • Supports staff in the implementation of Project Management initiatives through facilitation and other forms of consultation.
  • Oversees Health and Safety metrics and requirements for the Branch; reports any inconsistencies or infractions and develops mitigation strategies for consideration by management.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Accounting, Business Administration or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years progressive experience in business or public administration including experience with capital budgets, applying a wide range of analytical techniques, change management, business planning and minimum one (1) year of direct supervisory experience.
  • Project Management Professional (PMP) Designation or Certified Associate of Project Management (CAPM) Designation or Certified Professional Accountant (CPA) or approved equivalent combination of project experience.
  • Demonstrated knowledge of relevant program development, applicable legislation and industry standards, and current practices.
  • Experience designing, developing, and documenting new business processes.
  • Experience and understanding of project delivery in terms of processes, practices, information, data, information systems, reporting and organization/people.
  • Experience in analyzing and modelling financial and technical data sets.
  • Advanced knowledge of accounting practices and principles particular to fund accounting, project management, activity-based costing and implementation of process change.
  • Advanced knowledge of budget process and business planning.
  • Demonstrated project management, leadership, negotiation, and presentation skills to develop cross-functional internal and external municipal and regional partnerships.
