Associate Registrar, Enrolment Services
Position Summary
We are excited to find our new Associate Registrar, Enrolment Services to help lead the Admission and Registration team within the Office of the Registrar!
The Associate Registrar, Enrolment Services is responsible for the leading and managing assigned strategic enrolment initiatives by providing advice, recommendations, and direction to Deans and Associate Deans to set and achieve credit, non-credit, and apprenticeship program enrolment goals. The Associate Registrar establishes a culture of innovation and continuous improvement through leveraging technology and developing staff to deliver responsive, inclusive, and equitable services to students; providing advice on the development of new programs including recommendations for admission requirements, course prerequisites, and program structure/pathways; and fostering external relationships with international recruiting agencies and public/private postsecondary institutions through implementation of partnership agreements.
Position Responsibilities Enrolment Leadership
- Leads assigned strategic enrolment initiatives and implementation of the Strategic Enrolment Management (SEM) planning group/committee
- Initiates, develops, and implements a coordinated enrolment management strategy, annually, with the Deans and Associate Deans
- Monitors, analyzes, and reports general enrolment trends to Deans and Associate Deans to support data-informed enrolment decision-making
- Acts on behalf of the Dean of Enrolment Management and Registrar (Dean & Registrar) in their absence providing senior level leadership.
- Acts as the Polytechnic’s primary expert and resource on admissions, registration, and information services.
- Interprets enrolment data to inform senior leadership decision making.
- Provides advice and direction to institutional research in monitoring and reporting application and registration data.
- Acts as an expert and resource to Academic Council.
- Interprets policy and provides direction to Deans and Associate Deans for application of academic and non-academic policies.
- Contributes to the development of strategic and operational plans and achievement of strategic goals and initiatives.
- Provides direction to Deans and Associate Deans with respect to program development, program structure, enrolment management and recommends program admission, progression, and graduation requirements as examples
- Directs the publication of key resources for admission, registration, and information materials in collaboration with Marketing and Communications.
- Acts as the Polytechnic spokesperson regarding admissions, registration and information statistics when directed by Marketing & Communications.
- Resolves student and agent complaints regarding admission, registration and information services following policy.
- Responsible for approving late withdrawals impacting student and institutional enrolment.
- Responsible for approving late drops, in the absence of the Dean & Registrar.
- Leads Associate Registrar, Engagement Services and Operations Coordinator in change initiatives providing a coordinated approach to the delivery of student and academic services.
- Establishes appropriate service standards for student and academic services provided by the Office of the Registrar.
- Supports service excellence in the development, delivery, assessment, and review of services.
- Establishes appropriate processes and procedures in the absence of policy direction.
- Develops, implements, monitors and evaluates procedures for admissions, registration, and information services.
- Promotes progressive learner-centred service models through process reviews.
People Leadership
- Responsible for the effective recruitment and selection, retention, coaching, supervision, performance management in compliance with People and Culture policies and procedures, Protection of Privacy and Access to Information legislation, and collective agreements in support of a high performing team.
- Operationalizes and applies collective agreements and Polytechnic Policy as they apply to operations, in conjunction with the Dean and People and Culture.
- Directs the day-to-day operations for Admissions, Registration, and Information Services.
- Develops learning plans to orient new hires and prepare them for success in the achievement of their responsibilities.
- Develops, reviews, and is accountable for the support structure and processes enabling effective and efficient distribution and delegation of work.
- Facilitates where necessary discipline and dismissal of direct reports, in consultation with the Dean and People and Culture.
- Approves, monitors, and reports vacation and other absences for all staff under the direct supervision; arrange coverage for all vacation and long-term absences as required.
- Ensures that all regulations of Occupational Health and Safety (OH&S) are adhered to in order to provide a safe work environment and follows up on reports generated by People and Culture to ensure compliance with OH&S and WHMIS training.
- Maintains confidentiality of personal information in accordance with Polytechnic policy, procedures, and the Freedom of Information and Protection of Privacy Act.
- Represents assigned work area as first level grievance reviewer and attempts resolution in consultation with People and Culture.
Research and Innovation
- Conducts research using analytical skills to provide metrics in support of quality assurance processes
- Facilitates a culture of growth and development of staff to support continuous improvement in the provision of student and academic services.
- Works with Institutional Research to inform student success planning in support of strategic enrolment management initiatives.
- Fosters the growth and development of a culture of continuous improvement through supporting exploration, creativity and innovation.
- Accountable for compliance with student, academic and human resources policies.
- Conducts research on best practices in registrarial service.
- Develops and makes presentations at conferences.
- Advises the Dean & Registrar on the formulation, interpretation, and implementation of student and academic policy.
- Coordinates the collection and maintenance of statistics for planning providing reports to the Deans, Associate Deans and the Vice President Academic and Student Experience.
Communication and Collaboration – Internal and External
- Collaborates with the Dean, International to foster agent relationships to increase recruitment and achieve enrolment targets established by the institution.
- Collaborates with other academic and service colleagues to establish and implement School and Polytechnic wide initiatives.
- Ensures effective communication, collaboration and liaison between Schools, Departments, and other Polytechnic stakeholders.
- Coordinates intra departmental and inter departmental communication.
- Acts as liaison with other postsecondary institutions.
- Participates on internal and external committees as assigned.
- Participates on teams, work groups and committees representing the interests of the Office of the Registrar.
- Facilitates collaboration to produce effective marketing materials.
- Collaborates on improving and operationalizing strategic enrolment management initiatives.
- Provides guidance and engagement to Marketing and Communications to investigate, implement and maintain appropriate practices and activities to achieve the institution’s recruitment and retention targets.
- Attends Polytechnic events including Convocation, New Student Orientation, Open House and related liaison activities as and when required.
- Collaborates with Information Technology and other key resources in the Office of the Registrar regarding upgrades, new systems and best practice.
Service Excellence within a Learning Centered Environment
- Provides leadership, guidance, and support for initiatives supporting students in a learner centered environment.
- Ensures alignment of and compliance with policies and procedures that contribute to and support a strong culture of academic integrity and learner success.
- Provides leadership and support to staff in the integration of appropriate technology.
- Provides leadership to incorporate equity, diversity, inclusion and Indigenization of student and academic services.
Operations and Resource Management
- Manages projects that support innovation and efficiency for the Office of the Registrar.
- Manages projects related to new initiatives approved through the budget process.
- Effectively allocates personnel, capital, operations and renovations resources within established budgets and monitors for effectiveness.
- Develops and analyzes budgets in conjunction with the Dean & Registrar.
- Prepares business cases and costing worksheets for new initiatives.
- Provides guidance and engagement to Information Systems to investigate, implement and maintain appropriate technologies to enable a continuously improving service environment.
- Facilitates development and maintenance of effective and timely information on the internal and external websites including marketing materials (Network Drive, SharePoint, Academic Calendar and associated pages).
- Facilitates change management process by communicating and leading change initiatives.
- Provides guidance to Operations Coordinator, Associate Registrar, and Dean for engagement with Facilities Management to investigate, implement and maintain appropriate facilities to enable a continuously improving service environment.
- Maintains records in the Office of the Registrar in compliance with Records Management practice, Information Access and Protection of Privacy and Access to Student Academic Records policies.
Required Qualifications Education
- A minimum of a Bachelor’s degree in a relevant discipline.
Experience
- A minimum of 5 years progressive experience in postsecondary preferably within a Registrarial, Academic or Student Service environment including demonstrated experience in Student Information Systems (Banner, Cognos, Slate, Coursedog, and M365 Applications), policy compliance, project management and business process analysis.
- A minimum of 3 years progressively responsible leadership experience including direct supervision of staff (recruitment and selection, and performance coaching).
- Demonstrated knowledge of domestic and international postsecondary processes.
- Demonstrated commitment to fostering the principles of equity, diversity, inclusion, and Indigenization in service delivery.
- Strategic enrolment management experience required.

Preferred Qualifications
A Master’s degree is preferred.
