Human Resource Generalist (Payroll & Benefits)
Salary: $67,200 to $88,164 per year

Qualifications
- Diploma in human resource administration or other relevant discipline and/or Canadian Payroll Association Management Certification designation
- Experience in HRIS with at least three (3) years of current progressive Human Resources related experience
- A clean criminal record check prior to commencement
- A valid Class 5 driver’s license
- A combination of education, training, and experience may be considered

- Experience working in a unionized environment, post-secondary experience
Nature and Scope of Work
Reporting to the Director, Human Resources, this position is responsible for performing and assisting with various Human Resources functions and programs including day to day operations with a focus on payroll, benefits, onboarding, disability management, training, and adherence to all pertinent employment laws and Collective Agreements.
Duties and Responsibilities
Administration of Payroll
- Processing of pay and benefits for College employees which includes but not limited to,
- Commencement
- Benefit administration
- Calculations for various payroll transactions (adjustments, overtime, increments, etc.)
- Pensions
- Termination
- Record of Employment (ROE)
- T4 production and year-end for salary, wage, contract/sessional employees as per the College’s policies, procedures, and regulations, and the various Collective Agreements
- Maintain personnel files, including creating files for new employees
- Assist in the benefit renewal process
- Monitor and record all absences either electronically or manually
- Assist in the steps to finalize the payroll for transfer to the bank
- Maintaining Unit 4 payroll manual
Disability Management
- Processing disability documents in accordance with the Disability Management procedures
- Liaising with employees, management, long term disability (LTD) carrier providers, Worker’s Compensation Board (WCB), and medical practitioners to coordinate LTD activities
Financial
- Invoicing, cheque requisitions and remittances including third party agreements
- Depositing benefit cheques/other receivables and forwarding appropriate documentation to the Finance department
- Process deductions in Unit 4 for Registered Retirement Savings Plan (RRSP)
Training
- Determining training needs, developing handouts and materials
- Presenting training to co-workers, supervisors, and other College employees as required
- Provide advice and information to managers on the interpretation and application of the Collective Agreements and on relevant legislation and policies
Departmental Policies, Regulations, and Procedures
- Assist with the development and updating of Human Resources policies, procedures, and regulations
- Analyze data, conduct research, and prepare reports on a variety of compensation and benefit issues
- Developing and preparing draft documents for the Executive Director, Human Resources and Health & Safety, Director, and/or Manager, Payroll & Benefits
Other Duties
- Responding to and completing surveys
- Providing back up or assistance within the payroll unit to ensure timely processing of payroll
- Providing back up to recruitment when required
- Assist the Manager, Payroll & Benefits with Auditors (Auditor General, Canadian Revenue Agency)
- Archiving files for the Human Resources department
- Handle confidential information in a professional and discreet manner
- Assisting the Executive Director with negotiations, compiling statistical information, researching legislated regulations (Employment Standards Code, etc.)
- Participate in committees as appropriate
- Assist with preparation of paperwork, writing letters, and meeting with employees during the termination process as needed
Skills/Knowledge
- Strong knowledge of payroll calculations, accounting and spreadsheet preparation, and internal controls
- Strong computer skills, with specific experience with Microsoft Word, Excel, and Outlook
- Strong knowledge and experience with computerized HRIS; preferably Unit4
- Ability to communicate and liaise with employees, supervisors, administrators, union representatives and other Human Resources staff as appropriate in person, via e-mail or telephone
