Overview
Reporting to the Director, Physical Plant, the Facility Manager is responsible for the planning, organization, and management of facility operations at the Orillia Campus located at 500 University Drive Orillia ON. This includes oversight of building operations and systems, maintenance, life safety, custodial services, grounds, and energy management initiatives. The incumbent ensures the safe, efficient, and sustainable operation of campus facilities while coordinating contracted service providers and supporting campus stakeholders.
Responsibilities
Facility Operations and Management
- Plan, organize, and oversee the day-to-day operation of campus facilities, including building systems, maintenance, custodial services, grounds, and life safety programs.
- Manage and monitor the performance of external contractors and service providers to ensure compliance with contractual obligations and quality standards.
- Develop, implement, and maintain energy conservation and sustainability initiatives, including those supporting LEED-certified facilities.
- Ensure compliance with applicable legislation, codes, standards, and regulatory requirements, including the Ontario Building Code, Ontario Fire Code, and industry best practices.
Project Management
- Coordinate and administer renovation and renewal projects under established approval thresholds.
- Assist with planning, budgeting, procurement, and contractor coordination for capital and maintenance projects.
- Monitor project timelines, budgets, and deliverables to ensure successful completion.
Stakeholder Relations
- Serve as a primary liaison between Physical Plant and campus faculty, staff, students, and external stakeholders.
- Collaborate with campus leadership, regulatory agencies, emergency services, and municipal partners on facility-related matters.
- Respond to facility concerns and provide timely solutions to support campus operations.
Financial and Contract Management
- Develop and administer operational budgets related to utilities, custodial services, security, maintenance agreements, repairs and renewals, leases, and equipment.
- Monitor expenditures and identify opportunities for operational efficiencies and cost savings.
- Manage procurement processes and contractor agreements in accordance with institutional policies.
Health, Safety, and Risk Management
- Ensure facilities are maintained in a safe and compliant condition.
- Support emergency preparedness, life safety programs, and incident response activities.
- Mitigate risks associated with facility operations and coordinate corrective actions as required.
- Participate in an on-call rotation and respond to facility emergencies as needed.
Qualifications
- Bachelor's degree in Facilities Management, Engineering, Building Sciences, Construction Management, or a related field.
- An equivalent combination of education, trades certification, professional training, and relevant experience may be considered.
- Minimum five (5) years of progressively responsible experience in facilities management, building operations, maintenance, or a related environment.
- Experience managing contracted service providers and coordinating multiple stakeholders.
- Demonstrated experience in project management, budgeting, and operational planning.
- Strong knowledge of building systems, maintenance practices, life safety systems, and facility operations.
- Familiarity with applicable legislation, regulations, and standards, including the Ontario Building Code and Ontario Fire Code.
- Excellent organizational, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills with the ability to build effective working relationships.
- Proven ability to manage competing priorities in a dynamic environment.
- Proficiency in Microsoft Office applications and facility management software.
- Demonstrated commitment to customer service, sustainability, and continuous improvement.
