ABOUT THE ROLE

Reporting to the Manager, Payroll Services, the Payroll Analyst is responsible for assisting and supporting the administration of the Region’s payroll production process including: functional/technical support for timekeeping issues; assisting with the maintenance and interface of time reporting systems (Indeavor, UKG, Teams) into PeopleSoft time and labour; project coordination of various systems enhancements with Information Technology Services (ITS) including testing and troubleshooting issues; supporting the various timekeeping interfaces and program area staff; providing input to and participating in the execution of statutory and collective agreement obligations; developing and maintaining various standardized reports and queries; providing staff/department instruction on the use of PeopleSoft time and labour.

WHAT YOU'LL BE DOING

  • Assists the Payroll Supervisor and users to resolve functional problems in PeopleSoft Time and Labour and PeopleSoft HRMS, as directed.
  • Works with ITS on software installation, upgrades, and patches.
  • Assists ITS in the implementation of application systems as it relates to timekeeping and payroll monitoring to ensure applications are operating optimally.
  • Liaises with the Manager and/or Payroll Supervisor, ITS and People, Equity and Culture branch, to troubleshoot any system problems and works in cooperation with these groups to develop and implement necessary changes.
  • Works with the Manager and/or Payroll Supervisor to develop and report on management information in support of benchmarking, Departmental requirements and salary expenses.
  • Consults with the Manager and/or Payroll Supervisor and liaises with People, Equity and Culture branch, regarding confidential labour relations matters, as requested.
  • Assists with the implementation of payroll items that are attained in settlements and/or agreements at the request of People, Equity and Culture branch or the Manager, as required.
  • Provides advice and guidance to Departments concerning various time and labour issues and enhances their understanding of the HRMS and time reporting systems, as appropriate.
  • Develops and delivers various training and documentation to ensure that maximum benefit is derived from the time reporting and payroll systems and the information they contain.
  • Provides education/instruction to PeopleSoft time and labour users and client user groups to optimize and improve the usage of the system across the Region.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a Community College Diploma in Business Administration, Computer Systems, Accounting or related field or approved equivalent combination of education and experience.
  • Demonstrated experience with and strong functional/technical knowledge of both PeopleSoft Time and Labour and Payroll applications.
  • Minimum two (2) years payroll system and timekeeping experience in a large multi-divisional organization including financial analysis, project management and automated payroll functions and payroll related policy and procedure development.
  • Completion of or actively in the process of obtaining a Payroll Compliance Practitioner (PCP) certification from the National Payroll Institute or demonstrated experience and knowledge equivalent to the skills acquired through the completion of the program.
  • Knowledge of payroll systems and practices, collective agreement interpretation and applicable legislation.
  • Knowledge of and demonstrated ability in corporate core competencies including Communication, Innovation, Teamwork and Collaboration, and Personal Ownership.
  • Satisfactory Personal Confidential History Check (or Police Security Clearance)
