ICM Property Group is seeking a Development Manager to help drive the growth of our Canadian development platform, which currently includes 366 residential multifamily units under construction and in predevelopment, low-density residential, industrial, and retail. In a predevelopment capacity, the Development Manager assists with project feasibility, due diligence, rezoning, plan development, budget iteration, and efficiency design. As project manager, the role monitors and supervises our third-party general contractors and creates on-site solutions, leading construction delivery through to close-out. Reporting to the Director of Investments & Development and operating on a lean team alongside a Senior Project Coordinator and Development Associate, the right candidate will grow from an experienced builder into a well-rounded developer.

Day-to-day responsibilities for the Development Manager include

Pre-Development & Feasibility

  • Contribute to new and pipeline opportunities, supporting feasibility assessment, iterating site designs, shaping business plans, and connecting internal and external teams.
  • Translate owner objectives and intent into drawing packages and site designs. Lead discussions with the design team to balance objectives against budget, advising on layouts, efficiencies, and value-add opportunities that strengthen feasibility, and provide timely feedback to the Director.
  • Provide preconstruction leadership on cost, schedule, delivery method, trade input, and timing, advising on the trade-offs between risk and reward, speed and quality, and value and cost that shape the delivery strategy.
  • Lead RFP processes and maintain databases of vendors, consultants, and trade partners to identify appropriate selections based on project needs.
  • Evaluate, negotiate, and review CCDC contract business terms (CCDC 2, 5B, and 14).
  • Establish baseline project health dashboards covering assumptions, objectives, schedule, budgets, responsibility matrix, workback, and deliverables required for proactive project management.

On-Site & Construction Delivery

  • Monitor all aspects of project delivery and maintain positive relationships. Regularly attend site construction meetings, including travel to B.C. and other markets. Must have a vehicle and be able to travel to other provinces; travel to the U.S. requires a valid passport.
  • Act as the on-site solution maker, communicating effectively across architects, interior designers, engineers, general contractors, and trades.
  • Lead project meetings on behalf of ICM Property Developments to monitor and support the team’s ongoing progression.
  • Review change order requests to ensure the owner is treated fairly and obtains best value. Maintain schedules on key items with support from the Senior Project Coordinator and Development Associate.
  • Review and assess budgets, getting to source on trade input, coverage, and exclusions; monitor, interpret, and forecast project budgets against previous estimates.
  • Lead construction management activities on smaller-scale ICM-owned and managed assets.
  • Establish onboarding and close-out criteria for hospitality, multifamily, and other development projects, and evaluate cost and schedule saving initiatives.

Cross-Functional, Financial & Team

  • Find workable solutions across all internal departments, including legal and accounting, bridging internal and external stakeholders to keep decisions moving.
  • Review progress payment submissions with support from the Development Associate. Maintain payment schedule deadlines across the general contractor, architect, and internal review, coordinating with ICM accounting and the Development Accountant on internal and external funding requests.
  • Demonstrate skill in negotiating, coordinating, and directing the work of subcontractors and project design teams, building strong relationships with GC personnel, consultants, inspectors, and other parties.
  • Support business development by bringing your own network into ICM and building long-lasting relationships with clients, the design community, engineers, and other organizations that open opportunities.
  • Escalate project challenges to the Director and summarize project health in brief updates, dashboards, and resolution plans.

You have

  • A demonstrated project delivery track record in multi-family, wood-frame construction (50+ unit projects), from a general contractor background. Minimum 10 years in construction management, including 3+ years as a Project Manager.
  • A degree in Engineering, Project Management, Architecture, or Construction Management, or a related diploma. PMP, Canada Gold Seal Project Management, or similar certification is an asset.
  • A commitment to continuous improvement and the implementation of measurable lean practices.
  • Experience with procurement management, delivery schedules, and operational onboarding.
  • Excellent communication skills and the ability to distill information into actionable decisions.
  • Responsiveness on time-sensitive matters, recognizing that investment and business decisions often move faster than construction schedules and can require same-day turnaround.
  • A meticulous record-keeper with standout organization and time-management skills, able to multitask against stringent deadlines.
  • Ownership of budget and due-diligence review personally, getting to source and validating the numbers rather than relying solely on third parties.
  • The ability to make complex, ambiguous, and risk-averse decisions.
  • A tenacious, buck-stops-with-me mentality and willingness to put in the hours to get the job done. Sets the tone for ambition and drive, and steps in to share the load when the team is under pressure.
  • A proactive approach to preventing and resolving conflict, communicating directly and raising issues straight to the source. Adaptable across roles, with strong MS Office knowledge and a willingness to learn new tools.
