The Winnipeg Civic Employees¿ Benefits Program (WCEBP) is a dynamic and growing administrator of pension and long-term disability benefits, serving more than 22,000 Members. WCEBP is responsible for the stewardship of significant pension and benefit plan assets and is committed to maintaining the highest standards of financial integrity, accountability, and regulatory compliance. Through sound financial management and oversight, WCEBP helps ensure the long-term sustainability of the pension and benefit plans entrusted to its care.
WCEBP is seeking a CPA-designated professional to join our Finance team as an Accountant ¿ Pension & Benefit Plans. Reporting to the Corporate Controller, this role is responsible for supporting the financial reporting, accounting operations, tax reporting, reconciliations, and internal control framework for WCEBP's pension and benefit plans and related entities. Working collaboratively with internal and external stakeholders, the Accountant ¿ Pension & Benefit Plans plays a key role in maintaining the accuracy and integrity of financial information, supporting audit and regulatory requirements, and contributing to the effective financial administration of plans that provide retirement and disability security to thousands of Members. The ideal candidate is analytical, detail-oriented, and committed to delivering exceptional financial stewardship within a specialized pension and benefits environment.
As th e Accountant - Pension & Benefit Plans
Financial Reporting and Internal Controls
- Prepare quarterly financial statements for internal use for the Early Retirement Benefits Arrangement (ERBA) and Long Term Disability (LTD) Plan and monthly financial statements for the investment subsidiaries, and annual audited financial statements (along with year-end working papers) for the LTD Plan and investment subsidiaries.
- Ensure that accounting methods utilized and related financial disclosures are in accordance with Canadian GAAP and prepare all necessary government and tax filings for the entities.
- Ensure the accuracy, completeness, and timely maintenance of the general ledgers and related financial records for the ERBA, LTD Plan and both subsidiaries and ensure that accounting systems operate with adequate internal controls.
- Assist the Manager, Finance with maintaining the accounting systems for both Pension Plans, and prepare analysis, as required .
Cash Management, Payment Oversight and Special Billings
- Regularly co-sign cheques as a designated signing authority .
- Prepare capital call and capital distribution letters for both subsidiaries .
- Manage cash resources for all investment operations to ensure adequate liquidity for Plan operations, including determining the monthly transfers between both Pension Plans.
- Prepare quarterly statements of Long Term Disability benefits to participating employers, as well as other billings to the City of Winnipeg.
Tax Reporting and Reconciliations
- Prepare all tax and GST returns for both subsidiaries .
- Facilitate year-end tax reporting to Plan beneficiaries each year and assist the Corporate Controller with processing T4A adjustments, tax letters and coordinating the T4A/NR4 filings with Canada Revenue Agency.
- Assist Corporate Controller with preparing the Tax Adjustment Notes to the City of Winnipeg on an annual basis.
- Review and prepare pension adjustment reversals (PARs), along with preparing the related tax returns and slips on a quarterly basis.
- Assist with the tax reporting for both Pension Plans.
- Ensure proper recording of pension payments and refunds, making sure all reported amounts are in balance with the pension administration system.
- Oversee the completeness and proper recording of all contributions received for all Plans, including the reconciliations prepared by the Finance staff.
- Reconcile union contributions and prepare reconciliations for Data Integrity to update the pension administration system.
- Assist with preparing year-end audit working papers for both Pension Plans.
Staff Management and Administrative Support
- Coach, mentor and directly supervise one Finance staff.
- Oversee and review the regular operational activities performed by the direct report, including pensioner payroll and credit memo entries, payroll-related vouchers, cash payers listings and overpayment reconciliations.
- Foster a culture of professionalism, collaboration, and continuous improvement with the Finance team.
- Support the Risk Management function with the Finance team, as needed.
Your Education And Qualifications Include
- A Chartered Professional Accountant (CPA) designation in good standing.
- Successful completion of a Bachelor¿s degree in Accounting, Commerce, Business Administration or a related discipline.
- 3-5 years of related experience with thorough knowledge of Generally Accepted Accounting Principles, guidelines and regulations.
- Experience operating and maintaining a complete set of accounting records, including general ledger, periodic accruals and financial statements.
- Thorough knowledge of financial records and systems with demonstrated ability to analyze and interpret complex accounting, financial and statistical reports.
- Ability to communicate effectively, both orally and in writing with a wide range of people, including Senior Management, Auditors, Investment Managers, Plan Members and Custodian.
- Proficiency in the use of various computer applications (e.g. Excel, Word and accounting systems).
- Strong analytical and mathematical skills, including knowledge of present value concepts.
- Ability to prioritize workload(s) and meet deadlines.
- Previous experience supervising and coaching staff.
- Ability to acquire a thorough and detailed knowledge and understanding of the pension and long term disability plans (Trust Agreements and By-laws), the Pension Benefits Act (Manitoba) and relevant sections of the Income Tax Act within 12 months of employment.
