Qualifications
MINIMUM FORMAL EDUCATION/TRAINING
- Undergraduate degree in Human Resource Management is required.
EXPERIENCE
- One (1) year of directly-related Human Resources experience is required.
- Experience working with Human Resource Information Systems is required.
- Knowledge of provincial employment standards and employment related legislation is required.
- Experience with report generation, creating spreadsheets, and data manipulation is required.
- Experience dealing with confidential and sensitive information is required.
- Experience working in a unionized environment and knowledge of collective agreements is preferred.
- Working knowledge of the University of Manitoba regulations and procedures is an asset.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES
- Proficiency in the Microsoft Office Suite is required.
- Demonstrated ability to prioritize work to meet appropriate deadlines is required.
- Evidence of initiative and flexibility in problem solving and the ability to exercise good judgement in making decisions is required.
- Highly developed interpersonal and communication skills with the ability to deal with all levels of staff, students, and the public in a professional and respectful manner is required.

Key responsibilities
- Communicates and relays all confidential complex HR issues, including performance and attendance matters, to the Human Resources and Administrative Manager.
- Coordinates human resource functions and the entire recruitment process for all UMFA and AESES positions.
- Provides guidance, advice and participates as required on interview committees.
- Advises UMFA Librarians and staff on hiring process and procedures.
- Writes position descriptions, posts positions, and completes all related letters of offer/confirmation and appointment forms for processing.
- Advises Libraries staff on University policies and procedures, interpreting sections of related collective agreements, as they apply to salaries, vacation, maternity leave, discipline, etc.
- Works closely with the Human Resources Consultant to keep up to date on best practices and changes to U of M HR policy/procedures.
- Maintains personnel files while initiating and adjusting appointments in the University of Manitoba Libraries.
- Processes U of M Libraries HR status changes including hiring, changes of employment and terminations.
- Coordinates end of employment checklist.
- Provides guidance to Libraries Staff on-boarding processes, and systems.
- Ensures new hires are equipped with tools and system access through communication with administrative staff.
- Notifies relevant team members about appointment changes.
- Updates and maintains absence and vacation databases, and processes reports to the Human Resources and Administrative Manager.
- Maintains and updates employee records, as required.
- Gathers reports and information on employment groups, as requested.
- Reports to the Human Resources and Administrative Manager on key recruiting metrics such as, but not limited to, time to fill and hiring costs.
- Attends and participates in meetings, as required.
- Participates on various committees, as required.
- Other duties, as required.
