Archipelago is looking for a Manager, Strategic Growth to help shape the future of our organization and expand the reach of our fisheries monitoring and environmental solutions around the world.
This is not a traditional sales role. Success in this position comes from developing a deep understanding of our industry, building credibility with government agencies, NGOs, industry associations, regulators, and commercial clients, and helping clients understand how technology and data can support sustainable resource management.

Our FishVue suite of products is used by fisheries agencies, regulators, and industry organizations around the world to collect, analyze, and report critical fisheries data. We also provide environmental consulting and monitoring services throughout Canada, the United States, Australia, and beyond.

THE OPPORTUNITY
The Manager, Strategic Growth will report directly to the President and will identify, develop, and advance business opportunities across Archipelago’s product and monitoring service business lines.
You will work closely with our Executive Team and internal subject matter experts to represent Archipelago’s capabilities and technology to regulators, fisheries managers, NGOs and the commercial fishing industry in markets all around the world.
This role combines business and market development, strategic relationship management, and public-sector engagement. You will help shape how Archipelago grows, responds to procurements and develops long-term relationships in new markets.

This position offers significant autonomy and influence, and you can expect the full backing of our internal technical and industry experts to build, improve and scale the processes, partnerships and strategies that support long-term business growth.
This role is based in Victoria, BC with the option for hybrid work depending on the successful candidate.
Key Responsibilities
Strategic Business Development
- Identify and pursue new opportunities across fisheries monitoring, environmental services, and related sectors.
- Build and maintain relationships with government agencies, regulators, NGOs, Indigenous organizations, industry groups, and commercial clients.
- Manage a pipeline of opportunities from early market engagement through proposal development, negotiation and contract award.
- Represent Archipelago at industry events, conferences, client meetings and stakeholder discussions.
Government Procurement and Public-Sector Engagement
- Lead and coordinate responses to public tenders and Requests for Proposals (RFPs)
- Monitor procurement activity and identify upcoming opportunities across domestic and international markets.
- Develop a strong understanding of government procurement processes, funding models and stakeholder landscapes in the jurisdictions where Archipelago operates.
Partnership and Consortium Development
- Identify and cultivate strategic partnerships that strengthen Archipelago’s market position.
- Build consortiums and teaming arrangements for large-scale opportunities.
- Develop relationships with complementary technology providers, consultants, research organizations, NGOs, and local delivery partners.
Product and Market Positioning
- Work closely with our product and subject matter experts to understand and communicate the value of Archipelago’s FishVue products and services.
- Translate technical concepts into clear, accessible messaging that resonates with decision-makers and stakeholders.
- Help shape market strategies, value propositions, and go-to-market plans for new products and services.
Growth Systems and Reporting
- Continuously improve the processes, tools, and systems that support business development across the organization.
- Maintain visibility into pipeline activity, forecasts, and growth initiatives.
- Provide regular updates and recommendations to the Executive Team.
What We Are Looking For
We’re looking for someone who is curious, strategic, relationship-focused, and motivated by building something meaningful.
You may come from environmental consulting, marine industries, public-sector technology, infrastructure, conservation, engineering services, or another specialized market. Fisheries experience is valuable but not required.
The Right Candidate Will Bring
- Experience in business development, strategic growth, account management, or partnership development.
- Experience working with government procurement processes, public-sector clients, or regulated industries.
- Strong relationship-building and stakeholder engagement skills.
- Exceptional written and verbal communication abilities.
- The ability to understand technical concepts and translate them into language that diverse audiences can easily understand.
- Experience developing partnerships, consortiums, or collaborative project teams.
- Strong organizational skills and the ability to manage multiple opportunities simultaneously.
- A self-starter mindset and willingness to build and improve systems and processes.
- Comfort working with senior executives, technical specialists, government officials, and external stakeholders.
Beneficial Experience

Compensation
The anticipated base salary range for this role is $90,000-$110,000, depending on experience, plus an incentive program tied to business growth and revenue generation.
Successful candidates should expect total compensation in the $120,000-$140,000 range, with significant upside for exceptional performance.
