Job Summary

The Team

The Independent Investigations Office (IIO) is an independent civilian-led agency that is mandated to investigate police-related incidents of death or serious harm to determine whether or not there are reasonable grounds to believe that an officer may have committed an offence. The IIO has jurisdiction over all police in BC, including municipal police, the RCMP, the Metro Vancouver Transit Police and the Stl’atl’imx Tribal Police Service.

The Role

Reporting to the Chief of Investigations, the Director manages and leads a diverse investigation team conducting complex high-profile investigations into critical incidents in BC where it appears a person may have died or suffered serious harm as a result of the actions or inactions of a police officer. The Director ensures that the investigations are timely, unbiased, and evidence-led based on the principles of Major Case Management.

This position has statutory authority under section 38.07 of the Police Act.

Qualifications

Education and Experience Requirements

  • Seven (7) years of experience with a recognized law, security enforcement agency or investigative body with legal adversarial processes.
  • Investigative and management experience conducting complex criminal investigations, utilizing the principles of Major Case Management with proven experience in investigating and managing homicide and/or serious crime investigations.
  • Experience with the Principles of Major Case Management and can demonstrate these principles in an investigative context including a working knowledge and understanding of electronic file management and current disclosure requirements related to criminal investigations.
  • Extensive experience in specialized investigative techniques and procedures, and courtroom procedures including giving evidence in criminal court.
  • Minimum four (4) years of experience managing staff and operations with proven success as a mentor and a leader.
  • Experience in managing and implementing program or process change to achieve improvements in process, performance and efficient use of resources.
  • Experience as an effective change manager, achieving performance improvements and cultural change.
  • Experience successfully working in a multi-disciplinary environment in particular, with sensitive and high-profile cases.
  • Must hold a valid BC Driver’s licence or eligible to obtain a valid BC Driver’s licence.
  • An equivalent combination of education and experience may be considered.

Preference may be given to:

  • Applicants with a degree in a field related to law, investigation and enforcement, forensics, criminology or equivalent.
  • Applicants with experience using a trauma-informed approach to investigations.

Provisos/Willingness statements

  • Must be willing and able to work under pressure with frequent interruptions, be on call, and be available to travel anywhere in the province of BC. The position requires a commitment to a 24/7 schedule.

About this Position

Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.

An eligibility list may be established to fill both current and/or future permanent vacancies.

This position is excluded from union membership.

Enhanced Security Screening and RCMP enhanced reliability screening will be required.
