Position Details
Public Procurement Agency - Government of Newfoundland and Labrador
Reporting to the Manager of Procurement, the Procurement Officer III leads provincial procurements in accordance with the provisions of the Public Procurement Framework. Specifically, this position gathers and synthesizes market information; undertakes needs analyses and manages client expectations in developing specifications; assesses applicability of trade agreement provisions; identifies, prepares, issues and executes optimal procurement tools; utilizes technology to improve procurement effectiveness and efficiency; evaluates submissions, prepares documentation and correspondence; negotiates and drafts contracts; creates and issues purchase orders via financial management applications; ensures completeness of procurement records in accordance with Agency procedures; provides expert guidance and feedback to suppliers and other stakeholders; and other related duties.
Screening Criteria
- Completion of a degree/diploma in Commerce/Business Administration or completion of a Certified Public Procurement Buyer (CPPB) designation from the Universal Public Procurement Certification Council (equivalencies will be considered)
- Experience performing open calls for bids OR experience designing procurement or program evaluation criteria
- Experience providing advice or guidance pertaining to legislation, policies, or procedures
- Experience conducting open call procurements on behalf of public institutions (asset)
- Experience working with enterprise-level financial management applications (asset)
- Experience with E-procurement applications (asset)
