Moonshot is recruiting a Senior Manager to lead delivery and growth of Moonshot’s Canada programs portfolio.
This role will oversee a portfolio of online violence prevention and public safety programs delivered in partnership with government agencies, community organizations, technology companies, and other stakeholders across Canada. The Senior Manager will provide strategic, operational, and people leadership across Moonshot’s Canada portfolio, including oversight of program delivery, client and partner engagement, business development support, team management, and external representation.
The role will serve as Moonshot’s Canada-based lead for program operations and stakeholder engagement, supporting the continued growth and development of Moonshot’s work in Canada while contributing to broader organizational priorities and regional collaboration efforts.
The Senior Manager will directly manage and support staff based in Canada and help foster a collaborative, high-performing, and mission-driven team culture. The role may also support violence prevention initiatives in Australia and New Zealand as organizational needs arise.
The ideal candidate will bring strong program and portfolio management experience, government contracting expertise, strong people management capabilities, and experience navigating sensitive public safety or online harms environments.
Moonshot’s offices are based in Toronto, Canada. We offer flexible work options including hybrid and remote arrangements. While we are open to candidates from across Canada, candidates will be required to work primarily within Eastern Time Zone hours.
Program & Portfolio Leadership
- Serve as the operational lead for Moonshot’s Canada programs portfolio, overseeing delivery of complex, multi-year public safety and online violence prevention initiatives.
- Provide strategic direction and operational oversight across multiple projects, ensuring high-quality delivery, strong client outcomes, and alignment with organizational priorities.
- Oversee project planning, staffing, budgeting, forecasting, risk management, and delivery timelines across the Canada portfolio.
- Lead prioritization and operational decision-making across competing program needs and organizational objectives.
- Ensure programs are delivered in compliance with contractual, legal, ethical, and organizational requirements.
- Maintain high standards of quality assurance, operational rigor, and client-facing deliverables.
Client & Stakeholder Management
- Serve as a relationship manager for Canadian clients, funders, partners, and external stakeholders.
- Build and maintain trusted relationships with government agencies, public health organizations, NGOs, technology companies, law enforcement partners, and community stakeholders.
- Represent Moonshot externally in meetings, briefings, conferences, and sector engagement opportunities.
- Support strategic coordination across partners and stakeholders to ensure effective program implementation and collaboration.
Team Leadership & Management
- Provide direct leadership, coaching, and management to Canada-based staff.
- Foster a collaborative, accountable, and mission-driven team culture grounded in continuous learning and operational excellence.
- Support workforce planning, hiring, onboarding, performance management, and professional development across the Canada team.
- Ensure effective coordination and communication across internal teams supporting Canada programs, including operations, finance, design, research, knowledge exchange/knowledge sharing and technical teams.
Business Development & Strategic Growth
- Support Moonshot’s continued growth in Canada by identifying strategic opportunities, partnerships, and funding opportunities.
- Contribute to proposal development, renewals, partnership cultivation, and technical scoping for new opportunities.
- Support external communications and thought leadership efforts related to Moonshot’s Canada programs and violence prevention work.
Risk, Compliance & Organizational Stewardship
- Identify, manage, and escalate operational, reputational, delivery, and partnership risks as appropriate.
- Ensure compliance with government contracting requirements, ethics obligations, data protection requirements, and audit processes.
- Maintain clear internal documentation and operational systems to support effective program management and accountability.
- Contribute to organizational learning, process improvement, and cross-regional collaboration efforts, including support for violence prevention initiatives in Australia and New Zealand as organizational needs arise.
Requirements
Essential:
- Demonstrated experience managing complex projects, project teams, budgets, partners, and clients.
- Ability to operationalize strategy into effective systems, workflows, and delivery practices.
- Strong judgment and ability to navigate ambiguity, competing priorities, and sensitive stakeholder environments.
- Strong stakeholder engagement and relationship management skills, including experience representing organizations externally.
- Experience supporting business development, partnership development, grant funding, or government procurement processes.
- Relevant professional or research experience in homeland security, public safety, countering violent extremism and/or targeted violence, or other online harms.
- Demonstrable ability to work under pressure, taking action and getting things done, both in managing your own workload and that of others.
- Willingness to travel to represent Moonshot and work outside regular working hours in the rare instance of a need to respond to incidents relevant to the client.
- Strong attention to detail.
- Excellent written, verbal and interpersonal communication skills.
- Strong people management skills - with the ability to lead and manage teams, managers, and analysts.
- Candidates will be expected to undertake any relevant security clearance procedures per the needs of clients.
- Highly trustworthy and ability to maintain confidentiality and use discretion and diplomacy in both written and verbal communications.

- In addition, we require and will check on candidates' eligibility to work in Canada.
Desirable
- Professional fluency in French.
- Experience collaborating with technology platforms, frontier AI companies, or Trust & Safety teams on issues related to online harms, platform integrity, or violence prevention.
- Subject matter expertise in one or more of the following areas: public health, domestic violent extremism; jihadist extremism; gun violence; targeted violence; hate crimes and violence; hate speech and abuse on social media; peace-building methods; violence intervention and disruption methods.
- Proficiency in Google Suite.
- Certification in project management, such as PMP or PRINCE2.
- Experience with project management tools such as Monday.com or Asana.
This is a remote position. Candidates must be based in Ontario, Canada, due to employment and regulatory requirements.
