Overview

The Alberta Social Housing Corporation (ASHC), in collaboration with Alberta Seniors, Community and Social Services (SCSS), is undertaking a multi-year modernization initiative to enhance the delivery and management of housing programs across the province. The team is working on the continued development of the Microsoft Dynamics 365-based HOME system, Partner Portal, and enhancement of ASHC’s digital services to improve access to affordable housing. The initiative also encompasses refinement of business processes, improvement of data management strategies, and strengthened stakeholder engagement to ensure a seamless transition to modernized systems and services.

To support these efforts, ASHC requires the services of a Senior Fabric Architect to build strong a Microsoft Fabric environment and reporting infrastructure. The ideal candidate will have deep expertise in Power BI and paginated report development, and data architecture design and development, ensuring that stakeholders have access to trusted, well-structured, and insightful data to support decision-making. Additionally, this role will involve training business users to maximize the value of self-service reporting tools, enabling them to perform their own data analysis efficiently. The analyst will also be responsible for adopting best practices in data governance, visualization, and report performance optimization.

This project aims to streamline and enhance reporting processes within the Housing Division by integrating data from Excel, SharePoint, and the digital platforms like HOME system and Partner Portal and Find Housing into Microsoft Fabric environments. The solution will improve data accuracy, accessibility, and visualization while reducing manual effort and errors.

Must Haves

  • 5+ years of experience with expert-level proficiency in Power BI, including DAX, Power Query, and Paginated Reports (SSRS Report Builder).
  • 3+ years strong experience in data modeling and architecture, particularly using Microsoft Fabric Dataflow, Notebook, Pipeline, Warehouse, and Datalake solutions.
  • 3+ years’ experience in designing and implementing certified datasets and data governance frameworks.
  • Preferred to hold both certificates: Microsoft Certified: Fabric Data Engineer Associate (DP-700) and Microsoft Certified: Fabric Analytics Engineer Associate (DP-600).
  • Preferred to have education degree in computer science, or mathematics, or statistics.

Required Skills

  • Ingestion & Transformation: Utilizing Pipelines and Dataflows for robust ETL/ELT processes.
  • Storage Strategy: Implementing a Medallion Architecture within Fabric Lakehouses and Warehouses to organize data by maturity.
  • Semantic Layering: Designing 'report-ready' semantic models that drive Power BI insights.
  • Must demonstrate how they navigate the entire Fabric environment to provide professional guidance on choosing the right tool for each stage of the data lifecycle.
  • Advanced Technical Training: For users navigating the Microsoft Fabric ecosystem and backend data structures.
  • Functional Literacy Training: For stakeholders requiring foundational guidance on interacting with and interpreting reports.
  • The Consultant should detail their specific toolkit, change management frameworks, and best practices for bridging the gap between complex technical deployments and broad business adoption.
  • Power BI: Demonstrate end-to-end development of an interactive dashboard.
  • Paginated Reports: Demonstrate expertise in designing and deploying pixel-perfect reports.

* The successful proponent is not required to work onsite at 44 Capital Boulevard, Edmonton, Alberta; however, initial onboarding and key stakeholder meetings may require in-person attendance. Following onboarding, work arrangements may be hybrid or fully remote, depending on ASHC’s operational needs and mutual agreement. All work must be completed during regular business hours. ASHC will not provide office space, desks, hardware, or software. Proponents must reside in Canada and ensure all work is performed within the country. *
