In the role of either Junior Development Technologist OR Development Technologist you will review and coordinate municipal servicing for development applications, ensuring water, sewer, drainage, and road systems meet standards. You’ll conduct site inspections, support approvals, and collaborate with developers and staff to deliver compliant, well‑planned infrastructure that supports safe, sustainable community growth.

Duties and Responsibilities

  • Coordinating, reviewing, and providing comments for the sanitary sewer, water and storm systems for all Planning Applications including Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision and Site Plans to ensure compliance with Municipal and Provincial regulations and good engineering practice
  • Complete site inspections for site plans and development projects
  • Review and comment on applications for severances and minor variances
  • Review lot grading plans exemptions for approvals
  • Answer servicing inquiries from the public, contractors, consultants and staff
  • Perform field work including surveying, pre design, title searches and easement updates as required and prepare and verify documents for deed registration and/or for the County solicitor
  • Perform onsite inspections, document findings and interpret data for the design and construction of water and sanitary and storm sewer infrastructure related to the development projects
  • Administer and approve conditions concerning site plan controls, land severances, zoning changes and minor variances as they pertain to the Division
  • Supervise and provide work direction to assigned employees (students) including direction to developers and contractors.
  • Plans and develops policies for services provided. Evaluates services and develops priorities for the services provided by the department
  • Preparing\compiling conditions and security calculations for development agreements
  • Reviewing each application with respect to service availability and development restrictions
  • Carrying out background research and assisting with the development and updating of policies, procedures and technical standards for development related municipal servicing and infrastructure
  • Perform other duties as assigned

Requirements

Knowledge and Experience

  • Three (3) year Community College diploma in Civil, Architectural, or Construction Engineering Technology studies

Development Technologist

  • Certified Engineering Technologist (C.E.T.) designation or A Certified Engineering Technician (C.Tech.) may also be considered.
  • Over three (3) years’ experience and familiarity with scope of position.

Junior Development Technologist

  • Certified Engineering Technologist (C.E.T.) designation or A Certified Engineering Technician (C.Tech.) in progress
  • Over two (2) years’ experience and familiarity with scope of position.

Note: If hired as a Junior Development Technologist, the successful candidate would have the ability to progress into the Development Technologist once probation is completed and when the required qualifications are met.

Skills and Abilities

  • Valid Ontario driver’s license and access to a reliable vehicle
  • Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents. Experience with AutoCAD, CityView and Bluebeam would be considered an asset.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act
