How will you contribute?

The Senior Procurement Advisor is responsible for procuring high-value consulting and professional services and establishing tendering processes for the acquisition of complex goods and services (audits, printing services, stationery, general consumables, furniture and furnishings) in support of Senate operations. The Senior Procurement Advisor provides a centralized contracting role: provides advice and guidance to clients on the procurement process; reviews, prepares and submits documents for tender; manages and assists with the bidding process; performs bid audits; provides advice in the evaluation of bids; prepares contract documents. The Senior Procurement Advisor works independently under the direction of the Manager, Procurement Services, and provides guidance to Procurement Advisors and a Procurement Officer.

The Senior Procurement Advisor is responsible for implementing policies and directives and for managing or delivering procurement programs and projects, as well as providing specialized, professional and functional advice to senators, senior management, Responsibility Centre (RC) managers and project authorities (PAs).

The position serves as a centre of expertise on all aspects of procurement related to project management, providing support to clients and colleagues in senators’ offices. The individual also participates in working groups and interdepartmental committees.

Open to the general public to staff one (1) full-time indeterminate position, and to establish a pool of qualified candidates who may be considered for future term or indeterminate positions within the Senate Administration, at the same level and with similar requirements.

Prerequisites

  • Successful completion of a post-secondary degree or diploma in Business Administration or a field related to the position and four (4) continuous years’ experience in procurement within the last six (6) years;
  • Procurement certification or courses toward certification is considered an asset;
  • Extensive and recent experience for a minimum of five (5) years within the last eight (8) years in: developing, implementing, coordinating, delivering and/or monitoring procurement and contracting activities for high-value goods and services within a multi-year framework;
  • Providing advice to clients and/or senior management on procurement issues;
  • Supervising staff (an asset);
  • Performing quality assurance reviews of contracting and procurement documentation files (an asset);
  • Preparing and validating contract reports for public disclosure;
  • Analyzing and interpreting procurement-related plans, policies, procedures, service delivery standards and/or reports;
  • Preparing briefing notes, correspondence and presentations regarding the contracting process;
  • Applying knowledge of general business laws and laws related to tendering processes, industry standards, and general business practices;
  • Applying contracting methods, techniques and practices to exercise contracting authority;
  • Consulting, negotiating and resolving disputes with stakeholders in order to negotiate contracts;
  • Managing and planning projects to define and develop the procurement and contracting framework, ensuring that strategies and approaches support organization and long-term objectives, and promoting cost-effective acquisition of goods and services.
