Position Summary
The Senior HR - Headhunter will lead full-cycle recruitment and oversee all core HR functions for a growing construction organization and help identify, attract, and secure top-tier talent across all levels of the organization. This role is designed for a highly connected HR professional with a strong industry network and a proven ability to generate high-quality candidate pipelines at scale.
A key mandate of this role is to attract, engage, and secure top-tier talent across all levels; particularly executive leadership (Directors, Vice Presidents) and project-based roles such as Project Managers, Project Coordinators, and Site Supervisors.
In addition, this position will serve as a central operational and administrative hub within the office, supporting executive leadership and ensuring seamless communication flow across departments.
Key Responsibilities
1. Strategic Talent Acquisition & Pipeline Development
- Lead and execute full-cycle recruitment for executive, corporate, and project-based roles.
- Leverage an established professional network, industry relationships, and sourcing strategies to attract high-caliber candidates.
- Drive large applicant volumes through optimized job postings, targeted outreach, and recruitment campaigns.
- Build and maintain a strong, active pipeline of qualified candidates for ongoing and future project needs.
- Partner with senior leadership on hiring strategy, workforce planning, and succession planning.
- Manage external recruiters and headhunters where required, ensuring performance and cost efficiency.
2. Executive-Level Recruitment
- Support the recruitment of senior leadership roles (Directors, VPs) through market mapping, candidate outreach, and process coordination.
- Conduct initial screening and assessment of executive candidates.
- Coordinate interview processes, reference checks, and offer negotiations in collaboration with ownership.
3. Human Resources Leadership
- Oversee all HR functions including onboarding, offboarding, employee relations, and performance management.
- Develop and implement HR policies, procedures, and best practices aligned with company growth.
- Ensure compliance with Ontario employment legislation and industry standards.
- Provide guidance to management on employee issues, organizational structure, and HR strategy.
- Support compensation planning and workforce structuring for project-based hiring.
4. Office Operations & Coordination
- Maintain a professional, organized, and efficient head office environment.
- Coordinate internal communication between departments and project teams.
- Support administrative operations including document control, correspondence, and meeting coordination.
Qualifications & Experience
- 7–10+ years of progressive experience in HR and talent acquisition, preferably within the construction or related industries.
- 5+ years of experience in executive search, headhunting, or senior talent acquisition.
- Demonstrated success in building candidate pipelines and generating strong applicant flow.
- Established professional network within the GTA construction, engineering, or development sectors.
- Experience recruiting for both executive-level and project-based roles.
- Strong understanding of construction project staffing requirements and organizational structures.
- Experience in a leadership or senior HR role is preferred.
