Position Details
Transportation and Infrastructure - Government of Newfoundland and Labrador
The Highway Design and Construction division of the Department of Transportation and Infrastructure provides detailed design, engineering oversight, project management, as well as technical support to regional staff regarding construction and maintenance of the province’s road transportation network. Reporting to the Chief Highway Design Engineer, this position will perform engineering tasks related to the design of transportation infrastructure including highways, intersections, interchanges, drainage structures, and other scopes as required. The role performs detailed road design; performs hydrology and hydraulic analysis; prepares regulatory agency applications; approves internal and external technical/shop drawings, designs, specifications and cost estimates to ensure conformance with design standards, principles and practices; prepares and evaluates project tenders; ensures safety and quality of work; prepares non-technical briefings, presentations, technical and economic feasibility reports for infrastructure requirements; collaborating and communicating with internal and external stakeholders; engineering lead for specification updates related to road sections of the TI Highways Specification Book including drawings, details and written specifications. The role involves the development of quality assurance programs for construction; oversees projects completed internally and/or through consultants and contractors; provides technical and project management oversight to junior positions including promoting professional development and other related duties as required.
Screening Criteria
- Graduation from an accredited university with a degree in Civil Engineering.
- Registered as a Professional Engineer (P. Eng.) with a Canadian Professional Engineering Association.
- Extensive Experience in transportation and infrastructure design and construction.
- Experience with tendering practices and procedures
- Experience with Contract management
- Experience working with AutoCAD (Civil 3D, AutoTurn, hydrology and hydraulics of structures) and other computer software
Assessment Criteria
- Knowledge of highway design and construction practices.
- Knowledge of highway geometric design guidelines such as the TAC Geometric Design Guide.
- Knowledge of hydrology and hydraulic design including climate change adaptation principles.
- Knowledge of tendering practices and procedures
- Contract Management skills
- Knowledge of engineering design and drafting software, including AutoCAD Civil 3D, hydrology modelling programs, ArcGIS, and other related computer applications.
- Knowledge of related Health and Safety regulations, policies, and practices.
- Project and contract management expertise, including risk assessment and mitigation, with strong leadership, mentorship, and decision-making abilities.

- Valid Province of Newfoundland and Labrador Class 05 license
- Current driver’s abstract satisfactory to the Employer
- Membership or immediate eligibility for membership as a Professional Engineer (P. Eng) with Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL)
Conditions of Acceptance
- Occasional travel throughout the province may be required.
- Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations
- Required to wear safety equipment such as safety boots, hard-hat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction
- Ability to perform construction site visits, construction site audits, and other activities requiring unrestricted mobility
