Reports to: Executive Director / Director of Operations

Position Summary

The Director of Child and Family Services is a senior leadership role responsible for creating, launching,

and leading the development and implementation of a new department. This position will design the

department’s vision, structure, policies, programs, and partnerships while ensuring services are

responsive, equitable, and aligned with best practices in child and family wellbeing.

The Director will operate with a high degree of autonomy during the department’s initial development

phase and will play a critical role in shaping how children and families are supported across the

organization/community. This is a unique opportunity for a strategic, mission-driven leader to build

sustainable systems that create lasting impact.

Essential Duties and Responsibilities

Department Development & Leadership

  • Establish the mission, vision, goals, and strategic plan for the Child and Family Services

Department

  • Design the department’s organizational structure, staffing model, and operational workflows
  • Develop policies, procedures, and service standards consistent with legal, regulatory, and ethical

requirements

  • Lead all phases of department startup, including planning, implementation, and continuous

improvement

Program Design & Oversight

  • Identify community needs and design child- and family-centered programs and services
  • Ensure services are culturally responsive, trauma-informed, and strengths-based
  • Establish performance metrics and evaluation processes to measure outcomes and

effectiveness

  • Oversee program quality, compliance, and risk management

Staffing & Team Building

  • Recruit, hire, train, and supervise department staff as the program grows
  • Foster a collaborative, inclusive, and mission-driven team culture
  • Provide leadership development, coaching, and performance management

Budget & Resource Management

  • Develop and manage the department’s budget, including forecasting and resource allocation
  • Identify and pursue funding opportunities such as grants, contracts, and partnerships (if

applicable)

  • Ensure fiscal responsibility and sustainability

Collaboration & Community Engagement

  • Build and maintain strong partnerships with community organizations, agencies, schools, and

stakeholders

  • Serve as a key representative and advocate for child and family services internally and externally
  • Coordinate cross-departmental efforts to ensure integrated and holistic service delivery

Compliance & Reporting

  • Ensure compliance with all applicable local, state, and federal laws and regulations
  • Prepare reports, data analyses, and presentations for leadership, boards, or governing bodies

Qualifications

Required

  • Bachelor’s degree in social work, public administration, human services, education, or a related

field

  • Significant leadership experience in child, youth, or family services
  • Demonstrated experience building programs, systems, or teams from early stages
  • Strong knowledge of child and family wellbeing frameworks, policies, and best practices
  • Exceptional leadership, organizational, and communication skills

Preferred

  • Master’s degree (MSW, MPA, MPH, or related field)
  • Experience in government, nonprofit, or community-based service settings
  • Grant writing, funding development, or contract management experience
