POSITION SUMMARY

Reporting to the Secretary-Treasurer/CFO or designate, the Manager, Information Governance & Privacy is the district’s subject matter expert in records management, information governance, access to information, and the protection of privacy.

This position oversees the district’s Freedom of Information and Protection of Privacy Act (FOIPPA) program, records management services, and related compliance activities. The Manager leads modernization initiatives, ensures adherence to legislative requirements, and supports schools and departments in managing information responsibly and securely.

This role is responsible for the daily operations, strategic development, and long-term planning of records management, privacy, and information access across the school district.

KEY RESPONSIBILITIES

Information & Records Management

  • Lead modernization of district-wide records and information management practices
  • Develop, maintain, and implement a comprehensive records management program, including retention schedules, classification systems, lifecycle management, and secure disposition practices.
  • Provide guidance and training to district staff on records procedures, compliance expectations, and best practices.
  • Maintain integrity and functionality of electronic records management systems and conduct periodic compliance reviews.

Access to Information (FOIPPA)

  • Manage the district’s FOIPPA program, ensuring timely and compliant responses to access-to-information requests.
  • Oversee development and implementation of policies and procedures related to access and correction of personal information.
  • Liaise with the Office of the Information and Privacy Commissioner (OIPC) on complaints, reviews, or investigations.

Privacy Program & Compliance

  • Serve as the district expert on privacy obligations, legislative compliance, and privacy best practices.
  • Lead or support investigations of information incidents, privacy breaches, unauthorized disclosures, and complaints.
  • Conduct or support Privacy Impact Assessments (PIAs) for new technologies, systems, and initiatives.
  • Identify and monitor privacy-related risks and recommend mitigation strategies for district risk management processes.

Training, Communication & Advisory

  • Develop and deliver district-wide training on records management, FOIPPA, and privacy responsibilities.
  • Provide expert advice to senior leadership, school administrators, and departmental managers on information management and privacy considerations.
  • Prepare reports, briefings, and analysis on emerging information governance issues and trends.

QUALIFICATIONS

  • Bachelor’s degree in a related field (public administration, information studies, business, etc.) plus five years of recent, relevant experience in information management, privacy, or access to information; or an equivalent combination of education and experience.
  • Certified Information Privacy Professional (CIPP/C).
  • Certified Information Privacy Manager (CIPM).
  • Completion of recognized FOIPPA, privacy, or records management certification programs (e.g., BC Information Privacy Certificate).
  • Minimum three years of experience:
    • developing or implementing information management programs
    • applying FOIPPA legislation and providing access to information/FOIPPA services.

KNOWLEDGE, SKILLS and ABILITIES:

  • Strong understanding of FOIPPA and public-sector privacy and access-to-information standards.
  • Excellent communication, interpersonal, and relationship-building skills with the ability to support and advise diverse stakeholders.
  • Strong critical thinking, analysis, and problem-solving skills.
  • Ability to exercise sound judgment, discretion, and tact in sensitive situations.
  • Demonstrated ability to manage multiple priorities in a fast-paced environment.
  • Commitment to equity, inclusion, and respectful workplace practices.
  • Proficiency with Microsoft Office and familiarity with electronic document and records management systems (EDRMS).

SALARY

The recruiting salary range for this role is $93,299 to $116,623. When determining salary, years of education and experience will be considered. Further details would be discussed in a personal interview. New Westminster Schools also offers a competitive benefits package and pension.
